A new offset rule from the Indian MoD states that any foreign company winning a contract of over $60 million must re-invest at least 30% of the contracts value back into the Indian economy.

The offset, presented in a memo from the defence ministry, is designed to encourage technology transfer to the Indian defence sector.

The new ruling will prevent companies from counting research and design, software testing and training as part of their offset requirement, as has previously been the case.

Step-by-step, the Indian MoD is making it that little bit more difficult for foreign firms to avoid the pitfalls of its acquisition process and squeeze out investment where possible. It’s a good job big-ticket contracts are so prevalent in India, meaning firms can still make significant margins on deals in the region.

AFAIK the Rafale deal is a special case wherein 50% of the value of the deal will have to be pumped back into Indian industries (offsets).
..So are they bargaining to get that reduced ...???
IMO they didn't want to partner with HAL for teh 30 ( or 50%) clause...
Who else in India do they want to partner ?...BEST ??

The issues of offsets is not something Dassualt had any issue with. The issue Dassualt had was having HAL as the main contractor, they wanted to have Reliance as their primary partner.
 
...Reliance....??? Are they nuts ??? ADAG is neck deep into unfair practices and elder brother's group will do anything for a fist full of money.
TATA, L&T, Godrej would have been better and long term partners, unlike either Reliance.
