They have been for quite while. However, as will all outsourcing as is done all over the world. Just as with a call centre or IT support centre .. the contracting firm will send its representative for a while to train local employees in the ways or even with sub-contracting ensure that standards of operations are being met.

Train to monitor. This case is probably irrelevant, but cases of training for 40 years have been done by the Russians.
Frequent monitoring trips to see how the asset is doing, or to pick up information gathered.
