Don't transfer parents of differently-abled kids: Govt

NEW DELHI: Government employees who have differently-abled children to take care of will be exempted from routine transfers and they will not be asked to take voluntary retirement on refusing such postings, the Centre has said.

A government employee with a disabled child serves as the main caregiver and any displacement of such employee will have a bearing on the systemic rehabilitation of the child since the new environment or set-up could prove to be a hindrance for the rehabilitation process, it said.

The word 'disabled' includes blindness or low vision, hearing impairment, locomotor disability or cerebral palsy, leprosy, mental retardation, mental illness and multiple disabilities, a department of personnel and training (DoPT) order said.

"Upbringing and rehabilitation of disabled child require financial support. Making the government employee to choose voluntary retirement on the pretext of routine transfer or rotation transfer would have adverse impact on the rehabilitation process of the disabled child," DoPT said in its directive to all central ministries and departments. "The support system (for rehabilitation) comprises preferred linguistic zone, school or academic level, administration, neighbours, tutors or special educators, friends, medical care including hospitals and therapists," it said.

Govt kickstarts work on broadband connectivity to villages

NEW DELHI: Moving ahead with its plans of creating a "broadband highway" across the country, the inter-ministerial telecom commission approved a revised strategy for kickstarting the ambitious National Optical Fibre Network (NOFN) that plans to provide broadband connectivity to 2.5 lakh gram panchayats through nearly 6 lakh km of optic fibre by March, 2017.

The telecom commission took up the matter on a priority basis while also giving a go-ahead to other proposals like better connectivity to the northeastern parts of the country and enhancing coverage in extremist-affected areas.

The proposals will now be presented to the Union Cabinet for a final approval, an official source said.

The NOFN project, which entails an investment of Rs 20,000 crore, was originally cleared by the Cabinet in October 2011 under the previous UPA regime. However, not much progress could be made on the matter over various issues like clearances from state governments over right of way and lack of a survey for the laying of the fibre.

The work on the NOFN project will be carried out three PSUs — Bharat Sanchar Nigam Ltd (BSNL), Power Grid Corp of India and RailTel. Bharat Broadband Network Limited (BBNL), a special purpose vehicle (SPV), will also be carrying out the project.

Creating a broadband network has been listed as among the top agenda by the Modi government. Telecom minister Ravi Shankar Prasad has said that the new government wants to create a "broadband highway" across the country to link the various parts.

The telecom commission also cleared the long-delayed plan to set up mobile towers to provide telephone services in nine Naxalite-affected states. State-run BSNL has submitted a final estimate of Rs 3,241 crore to roll out this project against Rs 3,046 crore approved by Cabinet earlier.

On the issue of spectrum sharing, the commission decided to wait for the recommendations of regulator Trai. "Trai has written to Department of Telecom that they are working on spectrum sharing guidelines. Trai has said it will send the recommendations shortly, so DoT has decided to wait for the guidelines," the source said.
