They did build a road to be fair, it was blown up whilst ISAF still had full control over Afghanistan. The engineers fled back to Kabul leaving equipment on the roadside.

Taliban requested recently to reopen our consulate in kabul recently, so i guess that was discussed. Indian side would probably lay terms that if they'd allow Indian security forces to guard the compound and personnel.
