Indian Army, Chief of the Army Staff, General Bipin Rawat, PVSM, UYSM, AVSM, YSM, SM, VSM, ADC interacted with Group of Multi-Religion Religious Teachers from Former Militancy Hit Areas of Reasi District and Rajouri District on 05 November 2019, who are on a Tour to North India as Part of Operation Sadbhavana.

The Reasi and Rajouri Tehsiles Formed A Joint District called the "Reasi District" at the time of 1946 - 1947 Invasion of Riyasat e Kashmir and Jammu.

Reasi is one of the Oldest Towns of the Jammu and Kashmir Riyasat/State. Reasi Town was the Seat of the Erstwhile Bhimgarh estate said to have been Established by Raja Shrimant Bhim Dev in the 8th century. In 1822 Isvi ,Raja Shrimant Gulab Singh the then Raja of Jammu Hill Region by his suzerain, Maharaja Shrmant Ranjit Singh.

The Pakistan Military raiders along with the British, French and Turan Troops from the Western Districts of the State captured Rajauri on 7th November 1947. The 30,000 Indians/Hindustanis living in Rajauri were reportedly Killed, Wounded or Abducted.

Rajauri was Recaptured on 12 April 1948 by the 19 Infantry Brigade of the Indian Army under the Command of Second Lieutenant Rama Raghoba Rane, PARAM VIR CHAKRA (PVC). Indian Army, Second Lieutenant Rama Raghoba Rane PARAM VIR CHAKRA (PVC) despite being Wounded, Launched a Bold Tank Assault by Conveying the Tanks over the Tawi River Bed in Order to Avoid the Road Blocks along the Main Road. When the Indian Army Troopers entered the town.The Enemy Military Soldiers had Fled, having Destroyed Most of the Town and killing all the Inhabitants. After the Arrival of the Indian Army, some 1,500 Refugees that had Fed to the Hills, including Women and Children, Returned to the Town.

The Religious Teachers Represent the Major Religion Deen e Arya and Deen e Islam in the Valley and included 15 Maulvis, four Pandits and two Granthis.

This Capacity building tour, the first of the kind showcases the Religious Secular Unity based on the Oneness of the Supreme Creator/OM/Allah of the Kashmiris working towards Development of the Region.

Indian Army, Chief of the Army Staff, General Bipin Rawat, PVSM, UYSM, AVSM, YSM, SM, VSM, ADC Exhorted the Teachers to work towards Maintaining Peace in the Region and Promised Full Support to them Towards Fulfilling their Local Requirements. Indian Army’s Stand Reflects the Core Values of the Indian Nation/Hindu Kull/Hindu Quam and this Initiative is Guided by this Idea.

The Total Duration of the Visit is Eight Days, that is from 02nd November 2019 to 09th November 2019.

During the Conduct of the Tour, these Religious Teachers will be taken to Wagah – Attari Border, Gobindgarh fort, Golden Temple at Amritsar, India Gate, Humayun’s Tomb, Akshardham Temple, Bangla Sahib Gurudwara, Red Fort, Jama Masjid and Select City Walk Mall at Delhi, Ajmer Sharif Dargah and Pushkar Lake at Ajmer.

On the Occasion of "Victory Day", Republic of Maldives, Minister of Foreign Affairs Abdulla Shahid on Sunday, 3rd November 2019 Remembered the "Invaluable" Military Support Rendered by Union of India's Establishment on this Day 3rd November in 1988 with "Highest Gratitude and Deepest Appreciation".

"On the 31st Anniversary of Victory Day, The Maldives Establishment Honour those who made the Ultimate Sacrifice for the Maldives Nation.

Today, the Brave Martyrs of the Maldives National Defence Force and Civilians are Remembered with Abundant Love. We are Grateful that Such Heroic People were Amongst us.

The Maldives Establishment Honour all those who undertook the Duties Entrusted to them with Unwavering Dedication and Dignity and Fought to Preserve the Sovereignty of Maldives Nation,"Republic of Maldives , Minister of Foreign Affairs Abdulla Shahid said in a Statement.

"This is A Day to Value True Friends and Partnerships. The Invaluable Military Support of the Union of India's Establishment on 03rd November 1988 remains etched in Our Hearts. The Maldives Establishment Highest Gratitude and Deepest Appreciation shall never Diminish," Republic of Maldives, Minister of Foreign Affairs Abdulla Shahid said.

On the Intervening Night of 2nd November 1988 - 3rd November 1988 around 300 to 500 Armed Mercenaries Landed in Male Harbour by Boats from a Military Ship and Captured Key Locations.

During this Attempted Coup, Republic of Maldives, President Maumoon Abdul Gayoom went into Hiding and in the Early Hours of 03rd November 1988 sought Union of India's Establishment Help and Immediate Intervention.

Under Union of India's Establishment, Indian Armed Forces,"Operation Cactus" started on the Night of 03rd November 1988, the Indian Air Force Mounted Special Operations to Airlift a Parachute Battalion Group from the South Central Command of Indian Armed Forces, non-stop over 2000 km out beyond the South-Western coast of Union of India to the Remote Indian Ocean Archipelago of the Republic of Maldives.

In Response to that Maldives Establishment's Appeal for Union of India’s Establishment Assistance against a Well-Trained Mercenaries Invasion of Maldives, the Indian Armed Forces Head Quarters Ordered the Para Brigade to Dispatch towards Maldives, Indian Army, Para Brigade Commander Brigadier Farouk Bulsara Accompanied 6 Para Brigade Commanded by Colonel Subhash Joshi , Indian Air Force Dispatch Two Indian Air Force Transport Planes and Indian Navy sent Two Frigates.

The Two Indian Air Force Transport Planes Flew Non-Stop and after Dark Landed at Halule Airfield on an Island near Male at 00:30 Hours, 3rd November 1988. The Indian Army Paratroopers Securing the Airfield and restoring Maldives Establishment Rule at Male within Hours.

On Learning that Indian Army Paratroopers were Headed for Male, the Well-Trained Mercenaries Hijacked the Merchant Vessel 'Progress Light', taking Maldivian VIP Hostages with them, and set course for different Direction.

In Male City, Law and Order was Restored as soon as Indian Armed Forces Troops Arrived on the Morning of the 4th November 1988.

Indian Air Force, Reconnaissance Aircraft shadowed all Moving Contacts During the Night of 3rd November 1988 -4th November 1988.

Indian Navy, Frigate INS Godavari was Diverted from Maldives towards the Hijacked Merchant Vessel “Progress Light “ .On 4th November 1988 early Morning, the Indian Air Force, Reconnaissance Aircraft Confirmed the Detection of Hijacked Vessel “Progress Light “ then Indian Navy, Frigate INS Betwa was Given Instruction from the Indian Armed Forces Headquarters.

And A Team of Indian Armed Forces Negotiators were Flown by a Helicopter from Delhi to Male.

Indian Navy, Frigate INS Godavari with Indian Army Negotiators Embarked Arrived by the Midday of 5th November 1988.

Negotiations for the Release of the Hostages who were on Aboard of the Merchant Vessel “Progress Light” has made no progress. The Enemy Military Commander insisted that Merchant Vessel “Progress Light” would proceed only for an Island for which that Country Armed Forces Denied Permission.

On the Morning of 6th November 1988, 60 Nautical Miles Away from that Island for which that Country’s Armed Forces Denied Permission for the Secure Release of the Enemy Military Commander of the Well-Trained Enemy Military Naval Special Forces.

When the Hijacked Merchant Vessel “Progress Light “refused to stop. Indian Navy fired at the Engine Section of the Hijacked Merchant Vessel and completely stopped the Hijacked Merchant Vessel “ Progress Light “ and even the Indian Navy, Submarines attacked the Enemy Navy Frigates and Submarines on the High Seas of Indian Ocean Region.

Indian Naval Commandos boarded the Hijacked Merchant Vessel “Progress Light “and rescued the Hostages. Indian Armed Forces Helicopters evacuated the Hostages and then the Enemy Military Naval Personels were arrested by the Indian Armed Forces Commandos.

The Republic of Maldives, Minister of Foreign Affairs Abdulla Shahid said that Fateful Day on 3rd – 6th November 1988 showcased the Special Security Threats and Vulnerabilities faced by Small Countries.

"That Realisation made Republic of Maldives take up the Issue at the United Nations - resulting in Multiple Resolutions on the Security of Small Countries and their Vulnerability to External Threats. The Republic of Maldives Efforts in this Regard, helped change the Discourse on how Small Countries are Viewed and Discussed in the Global Security Debate," Republic of Maldives, Minister of Foreign Affairs Abdulla Shahid said in his Statement.

"To counter the Emerging External Threats of the twenty-first century, we have become even more aware of the need to build Our National Resilience, as well as Invest in the Ties that bind us to the larger Global Community. We shall, with Resolute Dedication, continue to work towards protecting our Sovereignty and the Independence, through further Engagement and Enhanced Cooperation with the our Friends and Partners," Republic of Maldives, Minister of Foreign Affairs Abdulla Shahid added.

Republic of Maldives, Former President Maumoon Abdul Gayoom in a tweet said, "On this Auspicious Victory Day, I thank Almighty Allah and pray that Allah Almighty Bless the Souls of Our Martyrs and Convey my Greetings to the Beloved People of Republic of Maldives. I also thank the Union of India’s Establishment for their prompt Assistance in defeating the Enemy Military Command."

Thirty Fourth Raising Day of Indian Army Aviation Corps Celebrated on 1st November 2019.

To Mark the Occasion of the Indian Army Aviation Corps, Thirty Fourth Raising Day Celebrations, a Wreath Laying Ceremony was Held at National War Memorial, India Gate (Shri Amar Jawan Jyothi), Delhi. Wreaths were Laid by Indian Army,Lieutenant General Anjan Mukharjee, AVSM, ARTY (Retd) and Indian Army,Major General AK Suri, Additional Director General (ADG) Army Aviation in Presence of Host of Serving and Retired Army Aviation Personnel.

Indian Army Aviation Corps has Grown from An Arm with Limited Reconnaissance & Observation Assets into a Potent Aerial Manoeuvre Arm of the Indian Army. Combat Aviation Assets with Modern Avionics, Electro-Optics and Weapon Systems can perform Multiple Tasks in the Entire Spectrum of Conflict in Varied and Inhospitable Terrain including High Altitude Areas.

The Journey of Last 33 years for the Army Aviation Corps, since the Raising has Witnessed Both Qualitative and Quantitative Growth. The Arm, in the Relatively Short Journey has Remained poised towards Expansion and Modernisation. The Arm has been Supported very well by the Organisation and remains Committed to be a Major Game Changer as a Potent Force Multiplier in Future.

Annual Day Celebrations of Union of India's Establishment, Defence Accounts Department (DAD)

Defence Accounts Department (DAD) is one of the Oldest Departments under Union of India Establishment. This is Responsible for Complete Finance and Internal Audit Functions not only for Defence Service viz Indian Army, Indian Navy & Indian Air Force but other related Organisations like Defense Research Development Organisation (DRDO), Ordnance Factories, Border Roads Organisation, Indian Coast Guard and the Canteen Stores Departments. The Department has Presence Across the Length and Breadth of the Country through more than 11,000 Offices at 250 Locations.

Indian Navy, Chief of Naval Staff Admiral Karambir Singh PVSM, AVSM , Union Government of India,Secretary (Defence Finance) Smt Gargi Kaul and Officers of Union of India's Establishment, Defence Accounts Department (DAD) and Union of India's Establishment, Ministry of Defence were Present on the Occasion.

Union Government of India, Minister of Defence, Shri Rajnath Singh also Gave away Raksha Mantri Excellence Awards for Employees of the Department showing Exemplary Performance Standards.

Declaring that Employees of Union of India's Establishment, Ministry of Defence are his family, Union Government of India, Minister of Defence, Shri Rajnath Singh lauded Union of India's Establishment, Defence Accounts Department (DAD) for Efficiently Accounting and Utilising the Huge Defence Budget and Assuring that the Indian Armed Forces Soldiers Receive their Entitled Financial Benefits within Stipulated Time.

This year, the Awards were Given to a Team of Union of India's Establishment, Principal Controller of Defence Accounts (PCDA), Indian Air Force, Delhi for Online Jet Fuels Accounting System (OJAS);

Union Government of India, Minister of Defence, Shri Rajnath Singh appreciated the Online Jet-Fuel Accounting System (OJAS) developed by a Team of Union of India's Establishment, Defence Accounts Department (DAD), under which the Bill Payment of IOCL has been Digitised using E-Billing System. Union Government of India, Minister of Defence, Shri Rajnath Singh said, Rs. 21 crores saved from the System in the First year itself could be Utilised for Preparing a road map for Oil PSUs and other components for MoD.

Union Of India's Establishment, Controller General of Defence Accounts, Shri Sanjiv Mittal introduced Vision - 2024 of the Department, a Series of Five Projects including Pensions, Vendors’ Payment, Budget Management, Pay & Allowances and an Innovative Defence Travel System.

Team of Union of India's Establishment,National Academy of Defence Financial Management (NADFM), Pune for GyanSudha – An E-Learning & Examination Portal; and a Team of Union of India's Establishment, Principal Controller of Defence Accounts (PCDA), Allahabad for Revision of Pension for Pre-2016 Defence Pensioners. A Statistical Handbook was also Released on the Occasion.

Union Government of India, Minister of Defence, Shri Rajnath Singh Appreciated the Efforts of the Department, especially for more than 32 lakh Pensioners and in Facilitating faster Financial Decision making. Union Government of India, Minister of Defence, Shri Rajnath Singh hailed Union of India's Establishment, Defence Accounts Department (DAD) for Setting up a Call Centre for Defence Pensioners as well as Pension Adalats in Remote Areas. “In 2018-19, 19 Defence Pension Adalats were Organised. I am extremely happy to note that the Employee Satisfaction in those Adalats was 99.75%”, Union Government of India, Minister of Defence, Shri Rajnath Singh said. Union Government of India, Minister of Defence, Shri Rajnath Singh stressed on devising a Mechanism, under Digital India, where all problems are Dealt Automatically with Full Sensitivity and Pensioners do not have to go from Pillar to post in this regard.

Union Government of India, Minister of Defence, Shri Rajnath Singh Expressed Confidence that a Comprehensive Pension Package System for Defence Pensioners, to be rolled out next year, will further Increase the Employee Satisfaction as all Pension related Problems will Come under one Digital platform. Union Government of India, Minister of Defence, Shri Rajnath Singh praised the Defence Accounts Department for implementing One Rank One Pension (OROP) with High Professionalism.

Emphasising on Regular Training of Staff and Officers, Union Government of India, Minister of Defence, Shri Rajnath Singh hoped the E-Learning Portal ‘GyanSudha’, Developed by Team of Union of India's Establishment, National Academy of Defence Financial Management (NADFM), Pune, will Help Union of India's Establishment, Defence Accounts Department (DAD) impart the Services in a Time Bound Manner.

In his Address, Raksha Rajya Mantri Shri Shripad Naik Highlighted the History of the Department and Lauded the Expansion with Changing Times and Varying Needs.

Union Government of India, Minister of Defence, Shri Rajnath Singh Emphasised on the importance of Financial Prudence in an Emerging Economy like India, saying that any Mismanagement like “in our Neighborhood” can lead to fiscal chaos., “Our neighbor is a living example of Financial Mismanagement”. Union Government of India, Minister of Defence, Shri Rajnath Singh said, Excessive Militarisation and Focus on Wrong Policies in the Neighborhood has led to a Situation where a country could be blacklisted by United Nations led Financial Action Task Force (FATF) for terror Network Financing and the Prime Minister of Pakistan is Struggling to Arrange even for a Plane to Attend a Global Event.

Union Government of India, Minister of Defence, Shri Rajnath Singh said National Security has today become a Multi-Dimensional Concept, with Economic Strength, Energy, Food Security and Environmental Protection among others being the Key Dimensions. Asserting that the Government is Sensitive towards Adapting to the Changing Environment, Union Government of India, Minister of Defence, Shri Rajnath Singh assured that all Barriers that Come in the Way of Development will be Removed. Union Government of India, Minister of Defence, Shri Rajnath Singh said he is interacting with the Indian Armed Forces, Indian scientists and Indian Defence Experts in Different Parts of the Country to understand their Working and find ways to improve them. Union Government of India, Minister of Defence, Shri Rajnath Singh emphasised on Positive Interpretation on Rules to avoid delays in Government Projects, keeping in mind the Welfare of Jawans working in far-flung areas.

“There is a need to Institutionalise the outcomes of Successful Models and Work on the Failures of the Unsuccessful Ones”, Union Government of India, Minister of Defence, Shri Rajnath Singh said.

Headquarters Integrated Defence Staff (HQ IDS) has been Established as a part of MoD to carry out the Role and Functions vide Union Government of India, Ministry of Defence letter No Mod/IC/1027/32/IDS/5843/2001 dated 23rd November 2001. The Organisation is Headed by the Chief of integrated Defence Staff to the Chairman COSC (CISC) who enjoys a status equivalent to that of Vice Chief of a Service. The Organisation has Representation from all Three Services, MEA, DRDO and DoD and Def (Finance).

The Envisaged Role of the Headquarters has been Organised into sets of Coherent Functions and matching Organizational blocks in the form of Branches, Divisions (Divs) and Directorates (Dtes) have been Established. The Branches are headed by Deputy Chiefs of Integrated Defence staff (DCIDS) who are the Rank of Lieutenant General Equivalence, the Division are Headed by Assistant Chiefs of Integrated Defence Staff (ACIDS) who are of Major General Equivalence and Dtes are headed by Deputy Assistant Chief of Integrated Defence Staff (DACIDS).

Headquarters Integrated Defence Staff (HQ IDS) is celebrating the 19th Raising Day of the Integrated Defence Staff Headquarters.

Chief of the Integrated Defence Staff Headquarters to the Chairman Chiefs of Staff Committee (CISC) Lieutenant General Podali Shankar Rajeshwar, AVSM, VSM, ADC laid Wreath at the National War Memorial to pay Homage to the Martyrs of the Indian Armed Forces to mark the Occasion.

Senior Officers of Headquarters Integrated Defence Staff (HQ IDS) from the Three Services were also present during the Ceremony.

Conveying His Felicitations on the Occasion, the Chairman Chiefs of Staff Committee (CISC) Lieutenant General Podali Shankar Rajeshwar, AVSM, VSM, ADC exhorted all Ranks of the 'Purple Fraternity', to Continue Striving Hard Towards Jointmanship and Wished them All Success in Every Endeavour in the years ahead.

Since then, Integrated Defence Staff (IDS) has led the Conduct of Disaster Relief Operations, Tri-Service Exercises, including those with Friendly Foreign Countries, Training Leaders at Tri-Service Institutions, consolidating Defence Intelligence and Progressing Procurement for the Defence Forces. In a Landmark Effort, the Integrated Defence Staff (IDS) Spearheaded Construction of the National War Memorial, Inaugurated on February 25, 2019. The Headquarters Integrated Defence Staff (HQ IDS) is currently progressing the Operationalisation of Defence Cyber Agency, Defence Space Agency and Armed Forces Special Operations Division as Joint organisation. he Headquarters Integrated Defence Staff (HQ IDS) was Raised on October 1, 2001 as a ‘Tri Service Entity’ with An Overarching Aim of ‘Victory Trough Jointness’.
