Weapons would be exported to third-party nations, said India’s Defense Minister Nirmala Sitharaman.

India wants to build armament factories in Vietnam to export to third countries, a military industry meeting heard Wednesday.

The meeting was a part of a series of events organized on the occasion of Indian defense minister Nirmala Sitharaman’s visit to Vietnam.

Meeting with top Vietnamese leaders during her four-day visit that ends Friday, she said India-Vietnam military cooperation doesn’t stop at buying and transferring military technologies.

India looks to set up armament factories in Vietnam for export to third-party countries, she said. She also hoped that Vietnam would become a prime destination for Indian businesses, especially in defense and military sectors.

Major General Ho Quang Tuan, Vice Chairman of the General Department of Defense Industry from Vietnam’s Ministry of Defense, stressed that military cooperation was a cornerstone in the strategic partnership between Vietnam and India.

He also said the two countries were having "open, direct" dialogue regarding military technologies and weaponries.

Vietnam is strengthening its military cooperation with India as part of its “peaceful” defense policy, foreign ministry spokeswoman Le Thi Thu Hang had said at a press briefing last year.

She was responding to an inquiry about India's offers to sell a batch of short-range ramjet supersonic cruise missiles, BrahMos, to Vietnam.

Hang said the procurement of defense equipment "was consistent with the policy of peace and self-defense and “normal practice.”

"The bilateral security and defense ties have been making practical contributions to peace, stability, cooperation and development in the region and the world at large," she said.

India has already supplied patrol vessels to Vietnam and has been providing military training. The BrahMos missiles deal, once finalized, would be the first arms trade deal between the two countries.

Indian Army ammunition won’t even last 10 days in event of a war, suggests CAG reports

Indian Amry's plan to stock up 50% ammunition by March 2015 remained far from realization with just 10% in stock.

If India were to go to war now, 90 per cent of its available ammunition would not last even for 10 days, inferred the Comptroller and Auditor General (CAG) in a report tabled in Parliament on Friday. It said the ammunition roadmap drawn by the Army in 2012 for building up the stock to 50 per cent by March 2015 and 100 per cent by 2019 has remained far from realisation.

Coming down heavily on the Defence Ministry, the Army, ordnance factories and quality assurance agencies, the report highlighted that while the Army blamed the Ordnance Factories Board (OFB) for delays and slippage, the OFB asked for lesser money from the government than what was required to meet the Army’s projections. Seventeen of the import projects initiated in 2013 have not been concluded so far, the national auditor said.

As reported earlier, the Army had told a Parliamentary panel that the mountain strike corps was being raised by using ammunition from War Wastage Reserve (WWR).

According to the report, however, only 10 per cent of the ammunition is available to meet a 40-day WWR.

Further, 84 per cent of the high caliber ammunition of the country was “critical” — meaning of quantity that could last for just about 10 days.

The report has blamed the shortage on the inability of the Ordnance Factories Board to meet the demand of the Army as well as the delays in imports. It has highlighted that the minimum acceptable risk level (MARL) — which benchmarks a minimum availability of ammunition for 20 days and was set by the Army HQ in 1999 after the Kargil war — has not been achieved even 15 years later.

For the reviewed period of 2009-2013, the types of critical ammunition increased from 15 per cent in March 2009 to 50 per cent in March 2013.

The comprehensive report that examined 69 types of ammunition, the inability of the ordnance factories to meet the projected requirements by the Army was one of the reasons for the depleting ammunition ratios.

For instance, the OFB has been consistently meeting only between 63-72 per cent of the Army’s annual projected ammunition requirements.

The report has blamed the OFB for projecting lesser budgetary requirement from the government than what was needed to meet the targets given by the Army. It also said that close to Rs 94 crore worth of ammunition/components manufactured by the ordnance factories were rejected by the quality testing agencies, thus adding to the shortage.

According to the report, nine cases initiated to procure the ammunition from import/trade were delayed due to single vendor situation, complexities in transfer of technology, finalisation of requirements by the Army HQ and delays in receiving bids.

Interestingly, ammunition worth Rs 3,578 crore was lying in segregated condition even as ammunition worth Rs 2,109 crore was awaiting repairs.

Yes win win. Strengthening Vietnam manufacturing and mass production of missiles for world peace. Some people claim installing missiles on islands is peaceful move. They shouldn’t complain.

Unfortunately, India lacks this power. Its defense industry is weak like infants. I don't know why Vietnam thinks India can help it.

Hindustan's defence industry is (as you said) weak, and China can just respond by arming Pakistan even further.

At this point, it's almost like Hindustan is begging China to give us J-31's.

Of crouse it will strengthen our relationship in the region. Many countries in Asia will go for new deals ... Best sale could be short ranged missiles and rockets as we already supplying militarily grade vehicles

China will arm Pakistan either way. Then so no issues there We but we are now equipping china's enemies in the region.. Now that's new developments for the region. Many countries are in support of India in the region against China. The once we arm Vietnam more countries will have to arm themselves too.

Vietnam and India has very good relationships.. The main point we are making is that we are ready to involve in internal conflict of our interest with China and its neighbours. And that's the new norm

Of course, China and Pakistan’s defense cooperation has been deepening, including JF-17B. But this has nothing to do with India, we just guarantee peace in China and Pakistan.

Tell the truth, Chinese really don't care about India's missile exports to Vietnam.
We just want to laugh.

Pakistan can make JF-17, Turkey can make WS-1 and WS-2, and Saudi Arabia can make CH-4 or CH-5.

This is not gonna working. Many rising developibg countries want to bought armaments with inhouse production and ToT scheme. If production and transfer technology only benefiting Vietnam what else the reason country like Malaysia or Indonesia to bought Indian weapons? Take Indonesia Turkey scheme about Medium Tank project or Malaysia Turkey FNSS PARS 8X8 project. We are ready to pay premium as long as it will be benefiting us in long terms

I don't think some one need to for small units of weapons The even India won't ask for tot for smaller orders.. India ready to share our tech with many countries in the region. Many as we can improve our influence and improve our export capabilities focusing on ammunition which are needed in lots and other high tech projects like radars, sonar etc. We have best of few weapons like Pinaka but Radars, helicopter etc. Even though we sell from Vietnam many systems will have to come from Indian factory as 100: indignation is not a possibility.

Its upto the deal between both the countries . But bigger picture is that we have to protect our investment when Vietnam been attacked. And Vietnam will have their production units in case of war. Thus securing their security instead of importing from others That's Let's say even small arms and weapons..
