WASHINGTON: The reason why India issued a thinly-veiled threat to Pakistan after its nuclear test in 1998 was to make sure that Pakistan follows suit so that India is not singled out for international pressure, according to a nuclear expert.

Michael Krepon, co-founder of the Stimson Centre, wrote in the journal, Arms Control: “When India finally decided to test, it was almost a foregone conclusion that Pakistan would also test. When New Delhi obliged on May 11 and 13, no inducements or penalties the United States and other capitals could identify were powerful enough to prevent Pakistan from following suit. Just to make sure that Pakistan would reject US offers and to prevent India from being singled out for international pressure, Advani issued a thinly veiled public threat to the effect that now that New Delhi possessed the bomb, its neighbour should watch its step in Kashmir. Pakistan tested its nuclear devices on May 28.”

Krepon writes that 10 years later, India and Pakistan still have not accepted any constraints on their strategic autonomy. Along with China, both states are engaged in strategic modernisation programmes of considerable breadth, building nuclear-tipped cruise missiles as well as ballistic missiles to be carried by their land, sea, and air forces.

Plans: India has plans for a deterrent it deems worthy of a major power, which might entail further tests to certify thermonuclear weapon designs. If India tests again, Pakistan is likely to do so as well. The nuclear enclaves in each county are highly respected at home and believe they have more work to do. This spells trouble not only for the CTBT, but also for initiating and successfully concluding fissile material cut-off negotiations in Geneva.

Kepon argues that while the CTBT remains in limbo, India and Pakistan have agreed to several confidence-building and nuclear risk-reduction measures, such as notifications regarding certain missile flight tests and military exercises. After a period of domestic turbulence in Pakistan, these discussions will resume, perhaps yielding more agreements that reduce the possibility of unintended escalation. Each country is focused on trade, economic development, and domestic cohesion, which suggest that the divided territory of Kashmir, which Pakistani officials used to describe as a “nuclear flashpoint,” will remain calm. These important gains are unlikely to be supplemented by constructive initiatives by India and Pakistan relating to nuclear negotiations.

The fact is that, the west will never accept a Muslim country with nuclear weapons. They have no problem Israel having them or India.

But any Muslim country having them means 'India wanted Pakistan to carry out nuclear test' something as if we are not suppose to have them.

I dont think so. The fact was that after india tested its weapons pakistan showed constraint however the attitude of the west was as usual pathetic and so was india's intentions against pakistan were growing, we were left with no choice except to test our own to show that we too mean business. And the moment we tested west was more then happy to put sactions on us. Putting sactions on india was just a cover up to show that pakistan wasnt the only one being punished, knowning pakistan the only muslim nation to develop nuclear capability, could be disastrous for the US relationship with the muslim countries.

It was quite stupid of India then. If Pakistan had not tested then, we would be dismantling our nuclear program today under western pressure. If it wasn't for that "threat", Sharif may have even accepted military hardware in exchange to not test.

As much as India's hardliners hate Pakistan, they've always been beneficial for us. They enable us someway or the other.

India was daily questioning our nuclear expertise and calling it a bluff added this with sonic boom over Islamabad by than IAF Mig-25 ..

Had Pakistan not blew the lid India would have attacked us and the least world would not have sanctioned India at all. In fact Pakistan was already without a nuclear explosion under nuclear realted sanctions since 1994 ! but India was not !

Also after the explosions it was India which had initiated the explosions but the quality & quantity of sanctions was the same.

The same is being viewed at the present time .. how India got access to NSG without signing NPT but for Pakistan nothing is there .. however, in a way it is very good cause like in the times of 1994 sanctions .. Pakistan managed independently a counter balance .. However, India get help of USA would mean it's programme will be laced with US hightec technology .. which it would use later on to bully it's friend .. just like it did with Pakistan over F-16, with British in so many programmes, Canadians with the Avro programme, etc. ... USA has backstabbed it's friends at many junctions and we are very happy that India has done a deal for it's soul with the devil, however, having said that India is no angel either .. so as they say in Urdu it is a case of "nehlay pay dehla" ! hahahaha
