India, UAE to Ink Civil Nuclear Cooperation Agreement

India and the United Arab Emirates (UAE) will be signing a civil nuclear cooperation agreement during the visit of Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces Mohammed bin Zayed Al Nahyan, to India from February 10 - 12.

“We will be signing an agreement on nuclear energy cooperation. This will be on peaceful use of nuclear energy. There will be setting up of research and development centres,” UAE Ambassador to India Ahmed Al Banna said here on Monday.

The agreement will be signed on February 11 when the Crown Prince will be holding a bilateral meeting with Prime Minister Narendra Modi here.

UAE has signed similar pacts for peaceful use of nuclear power with UK, Russia, France, US, Japan and South Korea among others.

Apart from the civil nuclear deal, a total of 16 agreements will be signed during his visit that is expected to result in “immense investments” across sectors such as IT, infrastructure, aerospace, financial services, renewable energy and railways, Al Banna said.

“We are looking at signing 16 pacts, out of which 12 have been finalised and are ready to be signed … These pacts will lead to huge investment portfolios in the sectors of nuclear energy, renewable energy, oil and gas,” he said.

Al Banna added that the Crown Prince will be accompanied by seven ministers and a high-powered business delegation consisting of 90-100 captains of UAE industry.

Investment Symposium

The Crown Prince, who is on his maiden official visit to India, will also be meeting President Pranab Mukherjee. He will be travelling to Mumbai to attend an investment symposium – Invest in India – that will see business-to-business collaboration.

India has been seeking UAE’s sovereign wealth funds and pension funds to invest in the country’s National Infrastructure and Investment Fund. Al Banna said the India-UAE joint task force on NIIF met last month to work out the modalities on how the investments will be channelized.

UAE has already committed investments worth $75 billion through the establishment of UAE-India Infrastructure Investment Fund.

This was promised during the visit of Modi to UAE in August last year, the first visit ever in last 34 years by an Indian PM.

During PM’s visit there, both sides also elevated their bilateral relationship to a comprehensive strategic partnership.

Al Banna also said UAE seeks to conclude the ongoing talks on the India-Gulf Cooperation Council (GCC) Free Trade Agreement (FTA). But, he said, the FTA has to be between India and GCC and not with individual countries constituting the GCC - Saudi Arabia, Kuwait, the United Arab Emirates, Qatar, Bahrain, and Oman.

Its interesting to note that Oil rich countries too are turning towards alternative sources of energy, in a bid not only to secure energy for future but develop a class of technocrats and engineering fraternity, that can help in rapid modernization and industrialization away from Oil industry.

I'm sure India can help UAE in framing Nuclear Regulatory frame work and train engineers, health physicists, operators and maintainers required for such plants.

Yes.
I think the "real" locals of UAE are very liberal(and then there are many fake ones...i mean there a few who have over a period acquired UAE passports by marrying the "real" ones).
Infact, I find UAE to be one of the most liberal countries among GCC countries (and Dubai being the most liberal emirate within UAE).
I have seen women working shoulder to shoulder with men here and i do see the govt. pushing women education.
This must have rubbed off on KSA. I heard they've finally decided to recruit women to certain "men's only" govt. posts.

You know several years back Dr. Raghuram Rajan, while commenting on crisis in EU mentioned an important thing. he remarked, that economies need to re-invent themselves and undergo correction, so as to avoid stagnation and ultimately enter a depression. He also remarked that human skill development is perhaps the single most important factor in this direction.
Today when we see China facing a bit of trouble with its economy, his words suddenly start seem to look true. For last 30-40 years China has relied heavily on manufacturing and its market growth globally. Today when there is slump elsewhere it is showing signs of affecting China as well.
Similarly Middle Eastern countries have survived on oil consumption growth for so many years (almost unabated since World War 2) and now when oil demand seems to be taking a hit, owing to slowdown and greater emphasis on greener sources of power, we suddenly realize that all the wealth created isn't endless.
So about time, these countries start embracing change and develop skill sets in their populations, to be ready for future.
Darwin's theory of species not evolving, getting eliminated ultimately is true for economies too.

something i have in my archives... one of the works my Bradford Simmons from Elliot school, George Washington university.

UAE had a similar like India USA deal called as 123 agreement. As you can see in 2008 they signed up with France, USA, UK, etc . Thus, this slide is like a genesis of their peaceful N program.

It would be interesting what exactly UAE wants from INDIA under this deal. Perhaps know how from DAE and NPCIL... ...

  • The UAE is embarking upon a nuclear power program in close consultation with the International Atomic Energy Agency.
  • It accepted a $20 billion bid from a South Korean consortium to build four commercial nuclear power reactors, total 5.6 GWe, by 2020 at Barakah.
  • All four units are now under construction. The first is more than 75% complete and is expected on line in 2017.

Are we going to build an reactor in UAE or Indian companies going to supply critical parts of an reactor to be built by someone? I would like to see an Indian reactor built in one of UAE's islands.
