India will supply 18 meter gauge diesel electric locomotives to Myanmar to augment the country's fleet of to meet increasing demand for passenger and freight traffic.

A contract to this effect was signed on March 4, 2016 at Naypyitaw, Myanmar between RITES, a PSU under Ministry of Railways and Myanmar Railways. Minister of Myanmar rail transportation U Nyan Than Aung and Ambassador of India to the country Gautam Mukhopadhaya were present on the occasion.

. . .
Giving the old ones (used one) or building new one???? We must be having decent numbers of meter gauge locomotives with us, and most of the lines are upgraded to broad gauge....

.
We had near ~80 YDM4s under RDSO, will we be rebuilding these or refurbishing these and selling it ?
YDM 4 locomotives have been re-furbished and are in use in Singapore (KTM Railway) and these double headed locos routinely handle trains at high speeds.

Also, Vietnam uses YDM 4 locomotives (Present fleet size 25) under classification D13E, with an axle load of 12Tons and max speed of 100 kph.

Also Tanzania is a user of these locomotive.

So there is a market out there of these locomotives, especially in countries where rail lines are lightly laid and donot support very high axle load.
In case it is not possible to make any use of these locos, the power pack will be salvaged and locos will be converted to WDS 6.

Giving the old ones (used one) or building new one????
Both options are available, ultimately it depends on what customer wants. Several countries having funds crunch, usually ask for re-furbished locos and in this case RITES co-ordinate for supply of locos along with manpower training for operation and upkeep.
