Ahead of NATO troops downsizing their presence in Afghanistan, India has firmed up a far-reaching deal with Russia to supply arms to the troubled country under which New Delhi will pay for the military equipment that will be sourced from Moscow.

The deal, which had been under intense negotiations for the past few months, was clinched after a high-level Indian team made a quiet trip to Moscow in February and stitched up the loose ends even as Russia was bracing for the challenge in Ukraine.

The first order under this deal, sources said, is already being executed.

India, through the strategic partnership with Afghanistan, is committed to provide arms and ammunition to strengthen the Afghan National Army. The arrangement with Moscow allows New Delhi to fulfill this commitment, an issue on which Kabul has been sending reminders including detailed lists of its requirements.

The issue was debated at length on various occasions in the Cabinet Committee on Security, which eventually arrived at two conclusions — that India will have no troop presence in Afghanistan; and that India will not provide small arms even though some are manufactured domestically.

The logic behind the second decision was to avoid a situation where any India-marked small arms make their way into Kashmir or to the hinterland through terrorist outfits.

While Russia may separately supply its own range of Kalashnikovs, the Indian financing will largely focus on artillery guns, air support in the form of choppers and even armoured vehicles, including tanks.

A range of non-lethal items could also make it to the list depending on the nature of the requirement. Also part of the arrangement is an exercise to refit some old Russian-made equipment lying with Afghanistan for years, sources said, adding that a survey of such equipment has been carried out.


As of now, the ANA is a predominantly infantry force as the US, sources said, limited its access to long-range guns largely due to Pakistani concerns. But over the past of couple of years, Afghanistan has been pressuring countries such as India and Russia to properly equip the ANA if it has to repel Taliban offensives on its own.

On the training front, the Indian position remains the same. While trying to meet Afghan demands for more seats here, the government is still against setting up any facility in Afghanistan and posting instructors there. Sources pointed out that any such move may also invite strong Pakistani protests.

Besides, India has also held preliminary conversations with China on jointly improving the connectivity infrastructure in Afghanistan’s mining belt so that the resources can be better exploited. Both countries already have interests in specific mining projects and are looking to expand their presence, which would aid Afghanistan’s economy.

there is no doubt that ANA is in desperate need of procuring Arty pieces,Helos,Trucks,Armored cars and vehicles and a lot of small arms.and if they need to sustain "Talibani Offensives" in post 2014,they're going to need a lot of these,as well as a bit of air power in the form of ground attack aircraft(which will hopefully come) and gunships.proper use of these and Taliban will choke in its own blood.but I fear that this will be a long campaign and will cost tens of thousands of civilians and soldiers.

Oh please again don,t waste your money in afghanistan .Use this money for feeding your starving masses,pulling them out of poverty and building toilets all over india .There is no way you can win in afghanistan . Mark my words.
LOL we dont need your advice.Its our money we can spend it anywhere we want.Recently there were elections held in Afghanistan.Tells a lot who is actually winning or who is loosing. ;)

Yes and according to those credible sources pakistan just have 10-15% people who don,t have toilets and they are from villages but more than 60% of indians don,t have toilets even in bigger cities like delhi people defecate openly in a democratic way .

Good move, this will check many regional players who have been taking Afghanistan for a ride because they are weak. Since India can not export weapons to Afghanistan it is a right compromise to let they buy from Russia and we pay the bill.

am against govt funded public toilets. The hygene is never guaranteed there. Let people build their own.
About afganistan, we should not aim to win, but to have a foothold there with a cost that will enable us to do lucrative business with them that can bring our people out of poverty.
Also we need to have enough influence there to reduce terror being plotted against us and executed (from afganistan).

Hmm So indians r doing what they can........That was expected and is unsurprising......However i still highly doubt that ANA with still be able to do anything significant.

All the weapons supplied to the ANA will inevitably fall to the hands of local warlords or tribal militias, thats the truth no matter what someone says, the ANA will probably split up and every soldier will go into their tribal militia or something and take their weapons with them, the attrition rate is already very high and will only speed up more after the US withdrawal/draw down

and thats what we call a "Dream"...apparently,ANA isn't going anywhere what Pakistanis though they'd be and kicking the "Pakistan Sponsored @$$3$" for several years now.and a Pakistani talking about Attrition rate is joke.More people dies in Pakistan everyday in "Terror Related Incidents" in Pakistan than Afghanistan.

let me remind you,even in the past,Communist backed Af Govt didn't fall due to "Mujahid" factor.its simply because Russia stopped funding.I wish Af could become self sufficient.its reliance over other countries is the major concern for everybody,not these "Pak Sponsored Talibs".

plus,we're also worried about "Strong ANA,weak State" condition.just like Pakistan,Egypt and Mali,there could be a coup by ANA to overthrow Afghan Corrupt Politicians in post 2014.
