Russian media reports suggest India and Russia have reached an agreement that would see New Delhi leasing a second ‘Akula’ class nuclear-powered attack submarine (SSN) from the Russian Navy at a total cost of around $2 billion.

The deal was signed on 15 October, during the BRICS (Brazil, Russia, India, China and South Africa) annual summit, held in Goa, southwest India, where Russian President Vladimir Putin met with his Indian counterpart Prime Minister Narendra Modi, reported the Russian business daily Vedomosti, the deal to lease a second ‘Akula’ class SSN to the Indian Navy was signed in Goa, adding that the deal was one of many agreements, which also included the procurement by India of the Almaz-Antey S-400 Triumf long-range surface-to-air missile system, and an agreement for the manufacture of ‘Admiral Grigorovich’ class frigates for the Indian Navy (IN). In addition, the meeting in Goa also saw agreements signed regarding the development of a Russian-Indian joint venture for the production of Kamov Ka-226T light utility helicopters.

The Russian Navy will transfer the IN’s second ‘Akula’ class SNNs after repairs and modernisation to meet India’s specifications. The IN currently operated two SNNs; the oldest of which is the INS Chakra, formerly the Russian Navy’s K-152 Nerpa, commissioned into the IN during April 2012. India’s second SSN, INS Arihant, is an indigenously-built nuclear-powered ballistic missile submarine commissioned in August 2016.

India has long been looking to develop its SSN fleet, and had recently set its mind on Russia’s more advanced ‘Severodvinsk’ class SSN developed by Russia’s Malakhit Central Design Bureau. The more modern and more expensive Russian SSN was designed to replace Moscow’s aging Soviet-era submarines, including its ‘Akula’ class vessels, but Moscow currently only has one of those new SSNs, the Severodvinsk, in service as of mid-2014. An additional five to seven boats in the class are in various stages of construction for the Russian Navy but production is advancing slowly; and Moscow has steered New Delhi away from the ‘Severodvinsk’ class.

Reports suggest the delivery date for India’s second SNN is set sometime in the early 2020s, and will potentially include torpedoes and surface-to-surface missiles. However, the lease for India’s INS Chakra is also set to expire around that time, which would leave the IN with just one Russian SSN.

That's 2 billion$, a big B. For gods sake, can you guys just stop donating money to every power out there? Freaking spend a few billion and create your own. That's better than leasing it.
The issue right now is with capacity to build these boats.
Right now all shipyards are booked completely and aren't in a position to manufacture these machines for immediate delivery.
Although new Shipbuilding shops are being developed, these will take time to start production.
So while USD 2 billion is still big money, no amount of money can actually buy IN the time, it is desperately running short off.

let us not troll him.... He has a point.... But as @anant_s mentioned we do not have much options as we were sleeping for a long time and suddenly woke up..... If you look at our air force section things are much worse, here people are acting to be sleeping....

By leasing submarines, we have achieved something that even China has not.

China built its first nuclear submarine back in the 80s, but the first deterrence patrol happened only recently, about the same time as India sent out Arihant's first deterrence patrol.

According toIHS Jane’s, U.S. military officials confirmed that the People’s Liberation Army Navy (PLAN) has deployed a Type-094 Jin-class nuclear-powered ballistic submarine on a nuclear deterrence patrol. If true, this represents the first time that China has deployed a sub on this kind of mission.

I think you guys forced yourself to go on a deterrence patrol because India was about to beat you to it.

Plus, as mentioned by the Russian ambassador, the Arihant is as stealthy as the submarine we leased. Which means, our technology is quite similar to what the US or Russians achieved back in the 90s and 2000s, and now we are aiming to build even quieter subs. Otoh, China is yet to match the Akula in stealth.

And leasing an advanced sub means so much more when you talk about it in the operational sense. We will have highly experienced crews which will come to use when our first SSN is made ready. So much time has been saved that $2B is peanuts in comparison to the priceless experience of actually operating an SSN. Not to mention, we have a full fledged CBG because of a single sub.

if you cant see the benefit of building your own you need a new brain. Even if the ship component isnt 100% domestic, the experience gained, cost savings, and employment sounds pretty tempting to me

We already have home made nuclear submarines sailing..Can't you understand a simple thing(Although explained by most members here) that it's a stop gap measure & all shipyards are busy at this moment producing submarines & frigates?

However, according to a TOI report, the INS Arihant is not fully ready to be deployed for deterrent patrols with nuclear-tipped ballistic missiles. The full weapons integration with submarine-launched ballistic missiles will take some more time, the report said.

This was few months ago.

And leasing an advanced sub means so much more when you talk about it in the operational sense. We will have highly experienced crews which will come to use when our first SSN is made ready. So much time has been saved that $2B is peanuts in comparison to the priceless experience of actually operating an SSN. Not to mention, we have a full fledged CBG because of a single sub.
You can't even make a decent non-nuclear submarine and yu expect your Arihant is more superior than the Chinese who have been building submarines for the past 40 years?:D

We need more subs..... We are building them, but our capacity is not adequate to our requirement.... So what is the option left?? Use the available options.... Which we are.....

We are manufacturing nuclear submarines. The first one's already been commissioned. The second one's in the process of being launched.

And this is not counting the SSN project that has already begun.
