Cooperation in the field of Defence

The two sides expressed satisfaction with the development of cooperation in the defence sphere, which reflects the high level of mutual trust between the two countries:

They noted that three IT-Centers have been established by India in the last two years at Kyrgyz Military Institutions, and an IT Centre is being upgraded at this time.

The "Khanjar” series of India-Kyrgyzstan military exercises has become an annual event. "Khanjar-II” exercises were held in March 2015 in Kyrgyzstan, "Khanjar III” in March-April 2016 in Gwalior, India. The "Khanjar-IV” exercises are scheduled to be held in Kyrgyzstan in February-March 2017.

The third Joint India-Kyrgyz Army Mountaineering Expedition was conducted in August-September 2016. A joint team comprising 19 officers and soldiers climbed JOGIN-III peak at a height of 6113 metres above sea level in the Central Himalayas in India. Earlier expeditions had scaled the peak of Stock Kangri in Ladakh (September 2011) and Lenin Peak in Kyrgyzstan (3-25 August 2013).

India and Kyrgyzstan are jointly constructing the Kyrgyz-Indian Mountain Training Centre in the city of Balykchi, in Issyk-Kul District of Kyrgyzstan. This Centre will provide instruction and training for personnel of the Armed Forces of the Kyrgyz Republic as well as host Kyrgyz-Indian joint mountain training exercises.

The Kyrgyz side thanked the Indian side for support and assistance in equipping the Kyrgyz Military Field 2nd Level Hospital for UN Peacekeeping Missions and welcomed the offer of assistance in training.

India, Kyrgyztan ink six pacts, finalise investment treaty

NEW DELHI: Deepening their ties, India and Kyrgyztan today finalised broad contours of a bilateral investment treaty and inked six other pacts covering a range of areas besides resolving to work closely to combat challenge of terrorism, extremism and radicalism.

Prime Minister Narendra Modi and Kyrgyz President Almazbek Atambayev held comprehensive talks and agreed to step up engagement in key areas ofdefence, security and trade with specific focus on mining, IT, agriculture and energy.

"We discussed how we could work together to secure our youth and society against common challenges of terrorism, extremism, and radicalism. We agreed on the need to coordinate and work closely in addressing and overcoming these challenges for our common benefit," Modi said in a media statement.

The Central Asian nation bordering China is strategically important for India and both countries have been steadily ramping up defence collaboration.

Modi had visited Kyrgyztan in July last year during which a pact for boosting defence cooperation was inked.

A joint statement issued after the talks said the two leaders noted the challenges posed by terrorism and extremism globally as well as in the Asian continent, and emphasised the importance of ensuring a stable and secure environment for peaceful economic development.

"In this context, they also called for the adoption by the United Nations of the draft Comprehensive Convention on Combating International Terrorism," it said.

Aiming to broaden economic engagement, the two countries initialled a bilateral investment treaty which will provide protection to investors in each other's country apart from creating enabling environment for trade to grow.

The six MoUs will provide for deeper cooperation in areas of agriculture, tourism, culture, broadcasting and youth affairs.

In his comments, Atambayev said he was not happy over the current volume of bilateral trade as there was huge untapped potential for its expansion and called for removing bottlenecks in transportation of goods between the two countries through Iran.

Denouncing terrorism and extremism, he said both countries were binded by historical links and fundamental values such as freedom, democracy, human rights, and the rule of law. He also mentioned about popularity of Bollywood legend Raj Kapoor in his country.

To ramp up economic engagement, both sides, during the talks, directed the ministries concerned to develop a comprehensive road-map for a five-year timeframe.

The two leaders also reviewed the "cooperative engagement" in defence with Modi calling the Kyrgyz-India Mountain Bio-Medical Research Center as an excellent example of successful collaboration.

Modi said work on a Kyrgyz-India Joint Military Training Center in Kyrgyztan has commenced. Besides joint military exercises, the two countries have been cooperating on high-mountain biomedical research to know impact on soldiers when they carry out operations at high altitude.

The "Khanjar-IV" exercises are scheduled to be held in Kyrgyzstan in February-March 2017.

On economic engagement, Modi said both sides agreed to connect each other's economies "more deeply", adding industry and businesses will be encouraged to play a leading role in exploiting the untapped opportunities.

"We will encourage industry and business on both sides to play a leading role in exploiting opportunities in healthcare, tourism, information technology, agriculture, mining and energy," the Prime Minister said.

The two leaders also instructed that work be undertaken on a liberalised visa regime and to create the most favourable conditions to enhance cooperation in areas like science and technology, trade and economy and education and culture.

After the talks, Atambayev presented Modi the first copy of heroic epic of the Kyrgyz people "Manas-Semetei-Seitek" in Hindi. Modi gifted him a copy of a collection of Indian poems in the Kyrgyz language "Colours of Life".

The joint statement said the Kyrgyz side reiterated support for India's "rightful claim" for permanent membership in an expanded UN Security Council.

As part of discussions on the integration process in the Eurasian space, the Kyrgyz side highlighted opportunities available for Indian entrepreneurs as a result of their joining the Eurasian Economic Union (EaEU).

Referring to India's telemedice initiative in Kyrgystan, which is its first in Central Asia, Modi said, "We are taking steps to expand this project to other regions of the Kyrgyz Republic."

They also reviewed progress in the work of the Joint Study Group that has been considering the feasibility of a Free Trade Agreement between India and the Eurasian Economic Union.

The two leaders welcomed the ratification of the Paris climate pact by a number of countries, including India. The pact entered into force on November 4, 2016.

"Both leaders emphasised that the Agreement should continue to be guided by the principles of the UN Framework Convention on Climate Change, especially the principle of Common but Differentiated Responsibilities," the statement said.

Both sides also noted that cargo movement on International North-South Transport Corridor (INSTC) would be a significant step in the direction of solving logistics issues and would give a fillip to India-Kyrgyzstan trade relations.

As Member States of the INSTC, both sides agreed to work jointly to operationalize cargo movement on the corridor.

Until someone's geopolitical ambition overtly starts favouring terrorists on UN platform....

Until India can offer some really tangible benefits to them, It won't have any real influence in this region, in terms of trade and investment, India is far far behind other countries in this region.

President of Kyrgyzstan Almazbek Atambayev will head to China on January 6, 2017 to discuss the China—Kyrgyzstan—Uzbekistan railroad railroad routes and sources of financing of the project,
