I want this thread to be a serious study into the historical and present us of terrorism [within it's political and normative meaning] as a instrument of state policy. Pakistan is often cited as a conspicious and only example of this. I want to rebut this canard so that members are better informed to defend Pakistan. Most states have used terrorism as a instrument of policy at times when it suited them. I would ask the Mods to help keep this thread clean and ensure it becomes a educative source for all on this subject.

To get the ball rolling I want to put our neighbour India in the dock simply because most of the accussation against Pakistan as 'terroristan' emanates from there. To begin with this I want to look at Indian covert and overt support to Tamil Tigers of Sri Lanka.

Case 1. Tamil Tigers of Sril Lanka.

The Tamil Tigers were one of the most destructive, lethal terror group of recent times. They invented the use of suicide bomber and long before Islamists decided to chase 72 virgins the Hindu Tamil Tigers were sending many of their own to better reincarnation. The Indian state under Indira Gandhi and later Rajiv Gandhi helped the Sri Lankan Tigers in early 1980s.

Just to place the Tamil Tiger insurgency against the Sri Lankan state it cost nearly 60,000 dead Sri Lankans and Indians. It is often regarded as one of the most bloody conflicts of recent times. It saw the first effective use of suicide bombers including female bombers.

Casualties and losses
28,708 killed

40,107 wounded [7] 1,200 killed
(Indian Peace Keeping Force)[8] 27,000+ killed[9][10][11]
11,644 captured[12]
100,000+ killed overall (estimate)[13]
800,000 displaced at peak in 2001[14]

As is the case often. The Frankenstien monster in the form of the terrorist Tamil Tigers turned against India in what is called as classic case of "blowback". In May 1991 Prime Minister of India Rajiv Gandhi was blown away by a female Tamil suicide bomber.

Any and all other cases aren't backed up with enough evidence to be proven definitely, so I doubt you can create another case apart from this one.

Wrong. To begin with I have already established beyond any doubt that India HAS used terrorism as state policy. So no more pontificating from Indian's with the 'holier then thou' attitude. Going to the question you pose. That is. Was the Tamil Tiger a exceptional case, a one off. Well, the answer is no. We have other instances. What would you call the Indian arming, training and aiding of Bangla Mukti Bahin's as? And you don't think there is enough evidence of that?

No, he is right. You must establish credible evidence that India is involved. Not just peddle our own instincts or thoughts. By the way my next piece will be on Nepal.

.
Great thread. There are international organisations who do the same. They keep some lists apparently. You should check that out!.

Would seniors section do or do you want everyone to contribute?
I think the main thing is it ought to be sticky. So that it's worth investing time on. And I think we want maximum exposure so people can see how what is called 'terrorism' is often used by countries. Many great countries, including India itself or even USA came about after protracted 'terrorism'.

no such thing, what established!! What happened in Bangladesh has been clearly established to be a direct result of West Pakistan refusing to yield governance power to East Pakistanis that won the election and when they protested, the Pakistani army was unleashed on them. The unmitigated terror that followed resulted in huge waves of lakhs of East Pakistanis rushing into India for asylum and refuge - India had no choice but to intervene and prevent further massacre (both by and of the Pakistan military).

Those were the ol days, countries evolve from using non state actors to using diplomatic means. The ones who doesn't are bound to be in trouble. From loss of face to internal issues. We never let any of those cartoons go mainstream.
