India steered Myanmar from bilateral maritime agreement with Bangladesh

Rear Admiral (retd) M Khurshed Alam is the most involved and active technical person dedicated in settling Bangladesh maritime dispute with two neighbors. He has been engaged with Bangladesh maritime boundary affairs as early as 80s. Today an interview published in daily Newage. In the interview Rear Admiral (retd) M Khurshed Alam made some disturbing revelation.
Bangladesh had been engage on maritime boundary discussion with Myanmar since 1974 and there were 14 rounds of talk held between two countries. If one review agreed minutes (submitted with ITOLS) from these engagement most, of these discussions were leaning with equity based delimitation. In such sequence Myanmar was almost ready to sign an agreement with Bangladesh. But (a neighbor) india steered Myanmar from signing an agreement with Bangladesh.

Here are excerpts:


Bangladesh, according to the ITLOS document, participated in 14 rounds of talks as part of negotiations on delimitation of the maritime boundary with Myanmar from 1974 to 2010. How do you assess these talks?

There were certain consistencies in most of the talks. In the agreed minutes of the talks, there was a mention of concavity of Bangladesh coasts and the necessity for an equitable solution to the dispute between the two countries.

The Myanmar authorities almost agreed in 2010 to sign an agreement to settle maritime boundary. But they suddenly backtracked for ‘unknown’ reasons.



Can you think of some reasons?

We had kept open simultaneous options for bilateral negotiation and a possible settlement at ITLOS. Myanmar was in difficulty to hire counsel for ITLOS as they were under economic sanction at that time. They were, obviously, looking for better alternatives, if there were any.
A neighboring country extended legal support to Myanmar in the case against Bangladesh.


Myanmar and India share the same set of counsels in their cases on setting maritime boundaries with Bangladesh. Myanmar submitted satellite images of Mandabaria Island to prove that the ‘area is quite stable’. Do you think Myanmar was getting technical support from India in the case against Bangladesh?
Maybe. I cannot comment beyond that.

There are many examples whereby a country chose its own national as judge ad hoc. Eminent jury Dr Kamal Hossain was a judge in the case with ITLOS between Malaysia and Singapore. Bangladesh chose foreigners as judge ad hoc. Could Bangladesh not have chosen Dr Kamal Hossain as judge ad hoc in the cases on maritime boundaries?

Predictable, India does not want Bangladesh to develop good relations with Myanmar, so we cannot break free from the stranglehold from 3 sides.

Exactly. And same india wants to have bilateral talk with Bangladesh now. How pathetic! Hope Myanmar is watching the move of double face snake - india.

Few days back few Bangladeshi members were questioning how india was instigating Myanmar against Bangladesh. Now they should learn and realize how.

Actually its India who made it ... still you can explore option to migrate some where else ....

We just extended legal support at that time because Myanmar was not able to get something by their own ... So it is evil to give legal support to some one .. so they can fight legal battle ...

Delay in procurement of ships well-equipped for maritime survey and ratification of the United Nations Convention on the Law of the Sea, and failure to strengthen the maritime cell at the foreign ministry are, among others, sign of neglect by successive governments,

Alam said, in some cases, a section of government officials did not even bother to ask for proper authorisation from their counterparts before signing bilateral documents.

Same article is stating
India has settled its maritime boundaries with Sri Lanka, Maldives, Indonesia, Thailand and Myanmar.
So only BD is pending because of inability of its government to act.

In entire article no where it is mentioned that India is meddling in issue ... most of the article says it is inefficiency and inability of BD government till date for neglecting issue

Well, we got this land way back in around 1200 AD, the English ruled it for about 200, but since then we got it back again. We are not going anywhere, rest assured. And yes we thank you for kicking out Pakistan Army in 1971, so we could have it all to ourselves.

BD poster curse about position of BD not any Indian, we are happy to live peacefully with any one.. but without reading(with false title) article if some one keep cursing my country he or she will get due reply..
We don't have any problem with any BD member and we are always ready to help ..

With a friend like India, always ready to help, how can we go wrong? We should congratulate ourselves and thank Allah (ST) for our enormous good fortune.

Allah did not give you your country..Indira Gandhi and Sam Manekshaw decided to give you your country and the Indian soldiers delivered that.

Looks like somebody wants us to push us to Bay of Bengal or may be wishing for global warming to drown us in salt water, but it is all the same talk of ending our existence again and again, did not expect such talks from friends.

If nature gets tough with us, we will get tougher Insha-Allah, and that may not be that good for our friends.
