Mate our shipyards are huge they have capability to make many more ships than what they are making now.

MDL, Mumbai and GRSE, Kolkata undergoing major modernization programme including mudular shipbuilding techniques that will reduce time.

Also note that L&T, Pipavov and Bharti will also make naval ships.

KSL, Kochin makes aircraft carrier with modular technique.

HSY, Vishakhapattnam builds nuclear submarines with L&T.

GSL, Goa makes patrol vessels and boats.

Our navy is far better than air force and army in terms of weapons, systems and modernization above all strategic plans. Thats why our naval shipbuilding capabilities are great.

All our Ship building Yards are not par with world stranded, they lack in handle large and more vessels @ a time. example KSL is notable to handle the next IAC-2 with 60000+tons in their yards with out a big modernization program

Its a figure of speach , it means something like reaching new heights in navy . As this relates to shivalik it , it relates to indias long cherished objective to achieve Bluewater capability .
However it will still take time , since one frigate is not going to help in achieving it . By 2014 when india would have inducted 5 more stealth frigates , 3 stealth destroyers , 4 antisubmarine warfare corvettes and two aircraft carriers , then we can say that india has achieved considerable blue water capability
There would not be much difference in fleet size , but huge improvement in technology and fire power
today india operates arround 20 frigates and destroyers , that no will only go upto 24 by 2014
