External affairs minister Salman Khurshid will sign the deal for India’s first big power project at Sampur, Sri Lanka, on Monday, making it one of the biggest strategic investments in a foreign country.

Not only is this joint venture between NTPC and Ceylon Electricity Board the largest ever, India is planning to significantly better China’s massive Norachcholai power project in Sri Lanka.

The first phase of the Chinese Norachcholai power project was supposed to add 900 mw power to Sri Lanka’s power grid. China’s Exim Bank gave $455 million in buyer’s credit and preferential buyer’s credit for the first phase and $891 million for the second.

Since it was commissioned in March 2011, China’s massive Norachcholai power project in Sri Lanka has functioned at an average of barely one-fourth capacity, plagued by allegations of substandard equipment.

The cost of the project turned out to be high, at $1.5 million per mw (at 2006 prices). Compare that with NTPC’s project at Sampur, which, Indian officials reckon, at $1 million per mw is a veritable steal.

Unfortunately where the Chinese are concerned, they must stop dishing out third rate stuff. From locomotives to Pakistan to power projects in Sri Lanka, Chinese substandard equipment and exorbitant prices are getting everyone's goat!

Pakistan firm gets huge Colombo city contract

A Pakistani company has secured a multi-million rupee development project including a hotel, apartments and two housing complexes in Colombo, officials said yesterday.

A six-acre land in Kompanna Veediya has been allocated to the Pakistani company, Imperial, under a 99-year lease agreement. The company will construct apartments.

Weren't there plans to connect both India's and Sri-Lanka's power grid? Or am I wrong.
