There has to be more cooperation between Indian and French education arena, making it easier for Indian student to find internship or dissertation opportunities in France, and gain valuable research experience to contribute to their own country.

i Said IGA will be done and annexure on price is the issue.. Dinakar Peri of Hindu was spot on when he reported that Indian Rafales are atm Rs 800 Crs all inclusive and India is looking at another 20% discount to bring it to Rs 650 Crs per jet all loaded.

On top Prez Hollande is clear about MII..

I think the issue here is the DPP 2016 which needs to be launched first post which this deal should be inked to ensure it comes under DPP 2016 gambit.

The MII line will see Rafale cost more like Rs 500-600 crs with median price of

Price issues still need sorting out, and surely this is not a contract, but apparently India has shown its commitment to Rafale.
To think that an year back, MMRCA negotiations were still in an Infinite Do Until loop, this should be seen as a major milestone.

ndia and France have inked a Inter-Governmental Agreement on the multi-billion dollar 36 Rafale fighter deal.

“Leaving out financial aspect, India and France have signed IGA on purchase of 36 Rafale fighter jets,” Indian Prime Minister Narendra Modi said at the press briefing after the MoU for the fighters was signed with French President Francois Hollande Monday.

“We expect that even the financial aspects pertaining to purchase of Rafale jets will be resolved as soon as possible,” he added.

Hollande said that the financial issues over the Rafale aircraft deal will be resolved in a "couple of days".


The contract is still to be finalized based on the financial negotiations. "This is a political agreement opens the possibility of concluding trade negotiations. In India, the stateis very present. If there was no agreement among governments, there would be no agreementbetween industries," the French Minister of Finance, Michel Sapin was quoted as saying by French news daily LeMonde Sunday.

"The state (India) apparatus is quite fragmented. When you have an agreement for a branch of government that does not mean that you have the agreement of all the branches. The process is extremely complex and slow. There is no anomaly, but we are faced with a government that consults minister after minister and each reinstruct administration while at the base,” a senior defense official was quoted as saying by the news daily.

India and France have signed 13 agreements.
Actually it was 14, the Rafale IGA was added to the announcment at the last minuet- at least this is my impression given how the spokesperson declared it.

I think it is interesting how much attention the Rafale deal was given by both Modi and Hollande, when the two Def Mins were shaking hands Modi and Hollande did so too (unlike with any of the other 13) and both speeches (from Modi and Hollande) talked extensively about the Rafale- particuarly Hollande's who mentioned the Rafale throughout his speech and went on to say how it was a symbol of Indo-French ties. I can't beleive either side would do this for just 36 jets.


+I think the two sides came to an agreement on something to do with this matter this morning itself judging by the body language and comments of all concerned parties.
