Now even that is questionable, since indian government said 800 million people live on less than 50 cents a day. Obviously, $1 > 50 cents, so the number would be way higher than 41.6%. Which one should we trust, GoI, or HDI?

Spend a little more time reading the text than typing it.. the 50 cents figure is for per capita consumption and $1.25 is per capita income. Do google the difference.. Also your figures of 50 cents is of 2004-2005 and per capita consumption in india has been rising @ approx 12% per annum since then

They dragged us into WoT, so yes it's part of that. We have spent some 40-50B on WoT. Thats about a 30-40B reverse aid. Then one cannot count how much we have lost in investment due to WoT. It was around 8B at one time, now it's done to 1 or 2B.

but why even look for aid.. The TTP is your problem and you are clearing your territory from this infestation. Why even expect any aid..

It is difficult to measure actual number of people below poverty line in India. Today morning I went to Municipalty office for some works. Renewal for BPL cards (holder of this card can get necessities in subsidised price) was going on. Many person was coming in motor-bikes to renew their cards. Local politicians secure votes by refering a person for BPL cards.
