New Delhi: India on Sunday reaffirmed adherence to three conditions including having an atmosphere "free of terror and violence" as a precursor to any engagement with Pakistan and demanded action against terrorists including Mumbai attack mastermind Zaki-ur-Rehman Lakhvi.


Asserting that there was no "flip-flop" or "confusion" in the government, which has a "very clear Pakistan policy", External Affairs Minister Sushma Swaraj said the two countries had decided on three principles for talks when Prime Minister Nawaz Sharif had come here last year. These principles were also part of the Shimla and Lahore declarations.

"First, we are ready to resolve each issue through peaceful dialogue. Second, the talks will be between the two countries --us and Pakistan. Neither a third country will mediate nor there will be a third party. Third, an atmosphere of harmony should be created by keeping away terror and violence.

"These are not decided today...We have told Pakistan repeatedly that talks can take place based on these three principles," she told a press conference, noting that these were the principles agreed upon by the two countries in Shimla and Lahore declarations.

The minister said no engagement was scheduled when asked if any meeting was proposed between India and Pakistan in the near future.

"Now if Lakhvi is out and he is released....And if Pakistan thinks that there is an atmosphere of harmony, will India accept it," she added.

"There is no flip-flop in our policy. We had decided on three principles for talks when Sharif had come here to participate in the swearing-in ceremony (of Narendra Modi as PM). Since then we have been following those three principles," she said.

On Pakistan trying to use China to put a "technical hold" on India's request to list Syed Salahuddin in the UN Security Council sanctions committee on Al-Qaida and associated entities, Swaraj said,"We had told China that we are not the only victim of terror. China is also a victim and the source is same. So, while voting in 1267 in these type of issues, do not take a narrow view.

"Keep global terrorism in mind and follow a policy so that we can work together and take decisions unitedly. This was conveyed to Chinese leadership by the Indian leadership."

The sanctions committee on al Qaeda and others has been constituted under UN's resolution 1267.

On India calling-off the talks last year after Pakistani

High Commissioner held consultations with Kashmiri separatists, Swaraj said normally these separatists go and meet when any leader comes from Pakistan or officials of that country here.

"But here the Pakistan High Commissioner invited them (separatists) four days ahead of the dialogue with India. We told him that why he had invited them when the two countries were going to hold dialogue. In talks, we don't want any third party," Swaraj said.

To the question on Chinese assistance for an economic corridor through Azad Kashmir, the minister said their (China) Ambassador was called to lodge protest.

"This time we did not keep it there. We lodged protest calling the Chinese ambassador. We lodged protest through our Ambassador there (Beijing). And when the Prime Minister had gone there (to China), he talked about it very firmly. He raised it very strongly that it is not acceptable to us what you are talking about China-Pakistan economic corridor going to Azad Kashmir."

Asked about recent statements made by Home and Defence Ministers regarding the whereabouts of underworld don Dawood Ibrahim and "terrorists have to be neutralised only through terrorists" respectively, she said there was no confusion while dealing with Pakistan "If there is bombardment on the border, the Home Minister will not keep quiet.

"He (Home minister) will have to retaliate and definitely he will speak in that language. Defence Minister has been given the responsibility of defending the country. He will have to ensure security. So he will speak that way".

On cases of Indian youths joining ISIS and how government will deal with them, Swaraj said the terror group is a banned outfit and actions will follow as as per law against any banned outfit.

She further said terrorists should not be seen considering geographic boundaries and concerted efforts are required to deal with the menace.

That cannot happen anymore. Pakistan is no position to beg anymore. We will not heed such BS. When Azad Kashmir has been flooded with non Kashmiri's and China building roads thru the disputed land, your claims have hold no water anymore.


The referendum is not an option anymore. The only option left are two choices. Either leave or live in peace

In Same document you promsed to withdraw the forces from Azad Kashmir. So did it first and we shall follow the suite. Is the burden of complying the simla agreement is on India only and not on you?

Your stratagy to use proxies as the tool of Foreign policy has backfired very badly. Your proxies are veulnerable to be used by others now for few rupees. You want to continue with 1000 cut policy and advice us to have a diolague?
It is not possible. The answer to 1000 cut policy is 1000 cut policy and nothing else.

Certain forces in Pakistan will prefer to keep Mr. Lakhvi out of Jail. As they do not want Indo-Pak dialogue. This **** attitude of protecting Lakvis,Saeeds and Dawoods suits Indians as they can internationally claim high moral ground. If Pakistan can lock these guys in ( even with five Star facilities ) it will give credibility to them on International Forums.

Pakistan's Aisamul Haq Qureshi has been condemned by his country's sports officials for partnering an Israeli at Wimbledon.
Qureshi has teamed up with Amir Hadad and together they upset 11th seed Rick Leech and Ellis Ferreira on Friday to make it to the third round of the men's doubles.

Qureshi, a 22-year-old Muslim, created history with the help of Jewish Hadad by becoming the first Pakistani player to reach the third round of a Grand Slam event.



But instead of being celebrated back in his home country, officials are considering imposing a ban over his choice of partner.

"Although he is playing in his private capacity, we officially condemn his playing with an Israeli player and an explanation has been sought from him," said Pakistan Sports Board director Brigadier Saulat Abbas.

"Since Pakistan has no links with Israel, Qureshi may face a ban."

Qureshi was unperturbed by the controversy and is hoping his decision to leave politics on the sidelines will be seen in a positive light.

"I am surprised at the fuss being made over my partnership," he said. "I would like to be talked about for my tennis rather than politics.

"If we can change people's minds then that would be a good thing."

Qureshi played a key role in Pakistan's Davis Cup semi-final win over Taiwan in the Asia Oceania zone group II.

But his place in the team for their vital Davis Cup tie against China in September has been thrown into doubt.


"When players compete on the professional circuit they are not bound to national federations," Pakistan Tennis Federation President Syed Dilawar Abbas said.

"But we have sought an explanation from him and if advised by the government we may take action."

Saeed Hai, a former leading Pakistan player, also condemned his actions in the light of the current relations between the two countries.

"Due to the bloodshed in the Middle East, Qureshi's pairing with an Israeli player is wrong," he said.

But Pakistan's tennis captain Rasheed Malik spoke up in support of Qureshi.

"We should appreciate his progress in an international event rather than criticising it," Malik said.

"At times you have no option when it comes to choosing your partner and what he has achieved should be appreciated."

Making money

The 24-year-old Hadad also remained defiant against any criticism of their partnership.

"I don't care what people think about it," said the 24-year-old Hadad.

"As long as we enjoy playing together we will continue. When we agreed to get together it was all about doing well here, making some money and improving our doubles ranking.

"If we win here then I would dedicate the victory to my family and to peace.

"It would be good for those doubters to see that even though we are from different religions it is possible for us to work together and have some fun.

"A Jew and a Muslim playing together is not the end of the world. We are all human beings. We have the same blood, the same skin."
