India refuses upgraded submarines from Russia: Report

On the heels of the deadlock over the pricing of Russian aircraft carrier Gorshkov, India has refused to take delivery of the latest submarine INS Sindhuvijay from Russia [Images], saying its cruise missile had not performed up to parameters.
The Navy refused to take delivery of the Sindhuvijay, which completed refit at a shipyard near St Petersburg [Images], after its missiles failed to find their targets in six consecutive test firings, the India Today reported.

The pre-delivery test firings were carried out between September and November.

"The 50-man crew sent to Russia to sail back with the submarine is set to return to India, with the Naval brass taking a stern line by asking the shipyard to rectify the problem, before it takes delivery of the sub," the magazine said.

The land attack cruise missile flies over 300 km and delivers a 400 kg warhead to its target with pinpoint accuracy.

Naval officials said it would take another year to rectify the defects and prove it in firing trials.

In a contract signed in 2001, India had sent ten Kilo class submarines to Russia for upgradation to make them capable of firing the Klub class land attack cruise missiles.

Sindhuvijay was only the second Indian submarine to be fitted with land attack variants of the missiles. India had purchased 28 Klub class missiles, worth Rs 844 crores, from Russia in 2006. Anti-ship variants of the missiles failed in repeated test firings in Indian waters.

Defence Minister A K Antony had said on Wednesday that though negotiations were on, the deadlock over the delivery of the Gorshkov still remained to be resolved.

Citing time and costs overruns, Russia had asked for a whooping extra US $ 1.2 billion for the warship, which was scheduled to be delivered in August this year. The delivery of the carrier has already been pushed back to 2012-13.

India and Russia had a similar spat, over the delivery of the upgraded IL-38 maritime reconissance aircraft, when the Navy complained that its dragon suites were not working up to the parameters.

The deliveries were only taken after Russia rectified the suites.

Potential reason behind the refusal can be attributed to moderate turbulence that has been created in Geo-political Affairs between India and Russia.
Even if Kilo's are obsolate, then only Scorpeone's are already on their way in Indian Navy.

Its means that indian Navy capabilities are very low now if there all the ten submarines are not well in conditions with the upgrades and these are the remaing sub of the indian Navy in which the newr sub is 14 years old

Outdated Submarines.....only on par with Augosta 70 class and on par with Daphene Class..

No indian sub at this time is potent enough to make a difference in War time as Augosta 90B of PN.... Lets see how much time Scorpene takes to come in IN.

Refusal of Proposed Russian Assistance doesn't mean this subs are obsolete, only thing that they are somehow older as compored to agosta,but still they pack a good punch as compared low quantity of Agosta. USN wants Indian Navy to bring Kilo's in Naval Exercise, to which IN is continusly refusing and still they regarded as "Black Hole of Sea".

There is a reason why they are all undergoing a complete refit and rearmament. Call it an MLU if you will. The missiles, will be rechecked and reinstallled. In the end you will still have a submarine with excellent land attack capability.

All the subs will be rehauled, and the oldest ones being replaced one for one by the Scorpenes.

There are 6 Scorpenes on order. The first one is to join the IN in 2012, and 1 each year following that. The industrial plan is that all 6 are being manufactured in India. Licensed production.

Apart from that there is a second line of subs envisioned by the IN 30 year submarine plan. There will be a second line of submarines, numbering 6 in quantity.

This is apart from the ATV which will be commisioned well before 2015. And ATVs can be built as many as India likes without disclosing the number.

While the Sindhuvijay may have failed the Land Attack Cruise Missile portion of it's sea-trails. she still can fire Anti sub and anti ship torpedoes. There have been 7 Kilos that under went medium refits (mid life) already and are back in the operational fleet for India. Russian wants more money (this is the price you pay for dealing with Russia) and India refuses to pay a contract is a contract. The KILO is still a very good submarine.
