India proposes comprehensive shipping deal with Bangladesh

India has put forward a proposal to Bangladesh for signing a comprehensive shipping agreement covering overall maritime services 'due to rise in the bilateral trades', shipping secretary said.

Md Abdul Mannan Howlader, Bangladesh's shipping secretary, Tuesday disclosed this to the reporters at the shipping ministry, upon his arrival from India's smallest state of Goa where he signed river protocol renewal treaty extending the facility up to 31 March of 2012.

"Indian side has proposed us to build a broader shipping agreement so that it can use Chittagong and Mongla ports and existing six river routes," Abdul Mannan added.

Bangladesh and India in a joint statement signed in January, 2010 agreed that Bangladesh will allow use of Mongla and Chittagong sea ports for movement of goods to and from India through road and rail.

Mr Mannan said: "Bangladesh sees the proposal positively as the trades through river routes are rising day by day."

He said this was informal talks adding: "We'll think it seriously after getting their formal proposal."

Shipping secretary said: "We've a preliminary talk on the new issue."

Currently, vessels belonging to both countries ply on the six river routes as per Bangladesh-India Trade Agreement of 1972.

However, Shipping secretary said Bangladesh has signed the renewal of river protocol treaty as per recommendations made by standing committee on Bangladesh-India Joint Protocol on Inland Water Transit and Trade held from January 23-24 in Kotkata.

Earlier, India wanted to renew Bangladesh-India joint river protocol by five years.

Mr Mannan said Indian side pressed hard to extend the river protocol deal for the next five years.

He said the existing trade agreement will expire in March, 2012 adding: "We've renewed the river protocol treaty in line with the trade agreement."

But, he said: "If the trade agreement is renewed further the protocol will also be renewed."

The protocol cannot be extended beyond the validity of trade agreement, as this protocol is linked with the main trade agreement, which will expire on March 31, 2012.

bdnews24.com adds: The shipping ministry finds no problem with the transhipment of Indian goods from Kolkata to Agartala through Ashuganj other than the NBR services for making the thing happen.

"We [shipping ministry] have no problem in the transhipment of Indian goods from Kolkata to Agartala through Ashuganj, but thing is that NBR has to provide necessary services to facilitate movement of the products," shipping secretary Abdul Mannan Howlader said on Tuesday.

If this using of chittagong and mongla port is part of free transit.. it must be stopped in any means... I do not think there is any necessity now to extend the river protocol that was signed between india and Bangladesh on 1972 to provide india free water transit and need to scrap that one. If any trade is required it should be done on a fair basis ... not by one sided manner and giving away interest of Bd. This transit means loosing lots of revenue of bd in terms of imposing duty on indian goods and from doing business in the NE India. N under developed NE India is always interest of bd... as it will speed up the revolution for separation from India... as Bengalis are on way to majority so signing days are near... AL should not spoil this opportunity. Point to be noted even Shaikh Mujibor Rahman was for adding assam to Bangladesh... If this does not happen at least we need to make sure so that we have a very good brotherly relation with the independent NE India.

I used to wonder when Indian posters comment on "anti Indian forces" in BD. This seems to be a live example of one!!
1) The proposal was made by india, if its not acceptable, increase the stakes, ask what you want, have a regional win-win policy. You have such a huge market - India - right now! it is a golden opportunity to make more money for BD!

We don't hav to read history as everyone's family was involved in war, books are written to serve a specific ideology. Why do you think people get angry when AL says they liberated the country by themselves? Because that wasn't the case.

He is a respected man, don't make utter nonsense about him. I still have videos of him giving speech in front of thousands of people in Delhi when he was returning from Pakistani jail to BD after independence.

You should know that I do not make any comment without becoming sure about that.... Here is the claim... which was raised by former Governor of Assam to rant against the minorities specially muslims...

Failure to get Assam included in East Pakistan in 1947 remained a source of abiding resentment in that country. Zulfikar Ali Bhutto in his book, Myths of Independence wrote, "It would be wrong to think that Kashmir is the only dispute that divides India and Pakistan, though undoubtedly the most significant. One at least is nearly as important as the Kashmir dispute, that of Assam and some districts of India adjacent to East Pakistan. To these Pakistan has very good claims."

Even a pro-India leader like Sheikh Mujibur Rahman in his book, Eastern Pakistan: Its Population and Economics, observed, "Because Eastern Pakistan must have sufficient land for its expansion and because Assam has abundant forests and mineral resources, coal, petroleum etc., Eastern Pakistan must include Assam to be financially and economically strong".

Even the bengalis of assam wanted to join east pakistan where they were majority in 5 districts of assam during partition ... do not forget about that... now in whole assam they are about to be majority and their number is 45%... so far they are silent... not joining ULFA... but your right wing radical hindu politicians are forcing them to look for option to create a separate independent state... or to marge with bangladesh who knows because of discrimination and continuous ranting against them by your own politicians.
