India is planning to set up two more missile testing ranges with a number of missions coming up in the next few years.

RANGES OVERLOADED

Top Defence Research and Development Organisation (DRDO) officials said that with the present Integrated Test Range off the coast of Odisha getting “overloaded,” plans were on to establish similar facilities along the East Coast.

“We need to extend and augment our range capabilities geographically. We need to cover more area,” one of the officials told The Hindu while declining to identify the places.

THE WORKS

The official said that each of the upcoming facilities would be a full-fledged testing range to support both short-range and long-range missions. It would have a launch control centre, a few launch pads, a blockhouse and state-of-the-art communication network, besides permanent monitoring stations such as telemetry and electro-optical tracking.

According to him, a number of tests would be coming up simultaneously in future and there was a need to expand the activities to multiple places so that more missions could be conducted at the same time.

OVER TWO-THREE YEARS

Initially to begin as an interim test range and later an integrated test range, the new facilities, to be given shape within two to three years, would enable DRDO missile technologists to have a nationwide range. These ranges would be acting in tandem to track the performance of a missile over long distances.

Pointing out that very few countries had missile testing ranges, flight testing or land ranges for conducting trials, like India does, starting from battle tanks to air defence, he said the country’s geography permitted India to have them at multiple places.

Besides the two ranges along the East Coast, the DRDO was also planning to establish a Floating Test Range, which would include radars and launch facilities on a ship, another official said.

Problems relating to safety and other issues could be overcome through a Floating Test Range, which could be used for testing missiles relating to air defence or ship-based Dhanush missiles.

On a two day trip to Jammu and Kashmir late last month, defence minister AK Antony politely disagreed with chief minister Omar Abdullah on his demand for selective withdrawal of Armed Forces Special Powers Act from Srinagar, Budgam, Jammu and Kathua districts of the politically sensitive state but agreed to keep the proposal on high table for continuous review.
Antony significantly, however, asked the Indian Army Commanders and the Central Para-Military Forces heads in the state to reduce troop visibility in the state. While Omar Abdullah went into a sulk after the Anthony snub on the Afspa withdrawal, the defence minister told him that the decision to withdraw the Act was not his alone but of the UPA leadership given its security and diplomatic ramifications on the country.

Even though reducing troop visibility is a forward movement in this security forces infested state, defence minister Antony or for that matter the UPA needs to do much more than this cosmetic measure.

In his farewell speech as Chinar Corps Commander Lt General Syed Ata Hasnain last June talked about declining cross border infiltration levels in the state and improving law and order situation. Despite the infiltration figures routinely bandied about by the government, the fact is that cross border terrorism is at an all-time low and violence levels far less than Naxalite affected states.

The credit for low level infiltration and violence is due to a series of factors within the state and across the Line of Control (LoC) and not only because of the security forces. The debate on Afspa withdrawal may go on but there is a strong need to withdraw security forces in support of maintaining law and order in the state that is again moving very slowly towards the paradise that it once was before the violent 1990s. With over five lakh security personnel deployed in the state, the time has come to dispel the notion of a state under Army occupation.

While the government did withdraw two divisions worth of forces from the state in 2008 and 2009 respectively, there is still far too much force for counter-insurgency duties. The unfortunate results are unfortunate killings like the one in Bandipora and Shopian in the past two months and even fragging within the Indian Army such as in Samba this month and Nyoma last May. Just as the Indian security forces need relief from counter insurgency duties, so do the people of the state from bunkers with machine guns staring at them.

With Pakistan imploding within, there is an opportunity for New Delhi to shrug off the status quo of managing Kashmir, take some fresh political initiatives and take the wind out of the Kashmiri separatists arguments. A valid point that all Kashmiris ask is why is Army deployed in the Valley every time an incident happens while troops are not sent to Dantewada even if 70 CRPF personnel are shot down by the Maoist rebels.

We need to revisit Kashmir again and relook at deployment of Indian forces in the state as tourism is on an all time high and the state economy is looking up despite poor quality of politicians in the Valley and across the Pir Panjal. There is no need for army to be deployed in the hinterland except for a designated reserve for emergency duties and the military should be handling the LoC to maintain tranquillity on the borders and prevent infiltration,. The CI grid should be handed over to the Central para military forces with local police taking over the law and order functions in cities, towns and villages.

The home ministry and the Intelligence Bureau need to be pinned down on their support for withdrawal of Afspa from the state and live up to expectations on count of counter insurgency and operational or active intelligence. While Kashmir expert Director, Intelligence Bureau Nehchal Sandhu has ensured that IB does not get involved in propping up politicians in the state, the Indian Army should reconsider its deployment in the state as there is a scope for vast improvement. People do not need Sadhbhavana from the Army, they want to be left alone to do their routine chores like cooking breakfast and sending children to school.

It is not that violent incidents will cease all together, but then one needs to distinguish between crime and criminals, terror and terrorists. After all, Delhi is the so called rape capital of India and serious violence is a routine in Uttar Pradesh and Maharashtra. One should remember that the Indian Army was deployed in riot hit Kokrajahar only after home ministry asked for it in writing from the defence ministry on July 25, 2012. No army was called after Maharashtra police mishandled the August 11 riot or the Bareilly riots subsequently.

Jammu and Kashmir residents need to be treated with the same yardstick. Sixty six years after Indian independence, it is time for solution and not mere management of the Kashmir issue.

why not to make a movable test facility with a command vehical to host atleast 10 scientists and engineers, launch pad and the launch vehical assembly and tracking radar

Defence Research and Development Organisation (DRDO) has proposed to set up two Missile Test Ranges at the following locations:-

Rutland Island at Andaman & Nicobar Islands.

Nagayalanka in Krishna District of Andhra Pradesh.

A proposal for diversion of forest land in Andaman & Nicobar Islands has been initiated by DRDO. A request has also been made to the Government of Andhra Pradesh to spare unassigned revenue land and reserve forest land at Nagayalanka.

Both the projects for setting up of Missile Test Ranges are at the initial planning stages and land acquisition process is on.

These projects would be sanctioned after the proposals are cleared by the Ministry of Environment and Forest and Revenue Authorities.

A key advantage of the offsets under this programme is assistance by Boeing to set up an approximately $500 million engine-testing wind tunnel for jet engines with the Defence Research and Development Organisation (DRDO). The air chief said that this project should go a long way in helping Indian scientists develop jet engines.
Boeing will setup HAETF and trisonic wind tunnel as offset of 4.1 bill. C-17 dEAL.

Plans to develope GT engine for AMCA is started.Projected trust is around 75kn/110kn respectively for dry and wet thrust.
Design and development of three stage 5:1 pressure ratio all Blisk fan for 75/110 kN thrust class engine.

Selection of material will dictate maximum rotational speed.

Time frame for the above activities up to component level aerodynamic testing, aeromechanical testing for generating performance map, structural testing relating to life and safety is approximately five years (60 months). It also includes manufacture of five sets of hardware for testing and evaluation of above tests.

The scope of work includes Design of Fan, CAD/CAE Simulations & Analysis, Prototype Development, Performance & Functional Testing and Proving of the Fan. This includes certification level tests as per MIL 5007-E .Further, it also includes transfer of production technology to GTRE which is inclusive of setting up of infrastructure, training and assistance in manufacturing of blisks.

I think wind tunnel is for Plane testing, and not for engine testing. Correct me if I am wrong :D

According to a sources in the Ministry of Defense, Boeing will establish a High Altitude Engine Test Facility as well as a Trisonic Wind Tunnel Facility at India’s Defense Research and Development Organization (DRDO).
sergi, From above link it clearly states that boeing is setting high-altitude-engine test facility and trisonic windtunnel

sorry mate, I don't have any more information regarding staus & details of new GT engine.But from AI-2013 you can expect this to have TVC and round nozzles

If India is going to plan anything it should be families.

Well discussion is now completely of-topic............
Gov was planing to develop a harbor near Chandipur range. So now it wont be so secure for weapon test. Thats leads DRDO to think for more test facility. Surely other factors also works.
One of proposed site is in Andra, which is much more protected due thick fprest & 2nd in Andaman( can be done naval version test much more easily) are interesting.
