NEW DELHI: In the first articulation of official thinking on Western plans to deal with the emerging situation in Libya, India has said it will oppose any move to enforce a no-fly-zone or use force to end the civil war in the North African nation.

Making this clear in an interview to The Hindu on Thursday, Foreign Secretary Nirupama Rao said India's stand was echoed by many developing countries as well as the BRIC (Brazil, Russia, India and China) nations. However, India had not decided whether to abstain or vote against such a resolution in case the issue came up before the United Nations Security Council. New Delhi would prefer to consult with its friends and then take a stand, Ms. Rao indicated.

The Foreign Secretary said India as well as its like-minded friends on the UNSC was opposed to referring Libya to the International Criminal Court, a key aspect of the resolution passed unanimously last week. But an impassioned plea by the Libyan Permanent Representative helped tilt the scales and India went along with the consensus but after expressing its reservations.

Ms. Rao also revealed that the imposition of sanctions would have been accompanied by use of force as per the original draft moved by the Western countries. But India, along with Russia, China and others, opposed the move and this resulted in a consensus forming around Article 41, which authorises partial sanctions but not use of force.

UNITED NATIONS, March 3: China has said that it might oppose the imposition of a no-fly zone over Libya if fighting continued between protesters and forces loyal to leader Muammar Qadhafi.

Li Baodong, China`s ambassador to the United Nations, on Wednesday emphasised the need for diplomacy to resolve the crisis, and called for respecting Libya`s territorial integrity.

“We believe that this political crisis should be resolved through peaceful means such as dialogue,” Li told reporters at a press conference. “We respect the sovereignty, independence and territorial integrity of Libya.”

Li said China would “heed and respect the opinions and positions of Arab countries and African countries”.

Russian Foreign Minister Sergei Lavrov has described the idea of imposing limits on Libyan air space as “superfluous”.

Lavrov said world powers must instead focus on fully using the sanctions approved on Feb 26 by the UN Security Council. These sanctions authorise an arms embargo and asset freeze against the Qadhafi regime.

According to the Charter of the United Nation, Republic of China is a founding member. It was also the only legitimate government at the time of WWII, it led the Chinese people in fighting with the Axis, that earned our permanent seat in the UNSC. It is a part of our history being taught in all schools to all our future generations.

China is a permanent member, it can block whatever UNSC decision.
China evacuated all its 35000 civilians living in Libya 3 days ago, india is still trying to reach Libya and indians are still staying in Libya until 10th March.

Yeah but at the time of WWII China [mainland] was republic and UN was founded soon after the war whereas Mao came into power in 1949-50 after civil war! And ROC [taiwan] is not permanent member of UNSC. It was because mainland was also ROC during 1924-1949! But after 1960 China [mainland] got its' seat back which taiwan took on technicality!!

A plan was organised by David Stirling to use mercenaries to restore the monarchy after he was approached by a member of the royal family.

Stirling was fairly confident that the plan was achievable and politically acceptable but he was warned off at a late stage by the British Secret Intelligence Service, because the United States Government felt that Gaddafi was sufficiently anti-Marxist to be worth protecting.
