Pakistan and India foreign ministers in diplomatic spat

16 July 2010 Last updated at 08:05 ET

Pakistan's foreign minister has criticised the behaviour of his Indian counterpart during Thursday's high-profile talks in Islamabad.

Thursday's talks were the foreign ministers' first meeting since 2008

Shah Mehmood Qureshi told reporters on Friday SM Krishna and his delegation had not been ready for dialogue.

He also said Mr Krishna had repeatedly interrupted the talks for phone calls from Delhi.

Mr Krishna denied the "extraordinary" claims. It was the foreign ministers' first bilateral meeting since 2008.

It was also the third high-level contact between the two nuclear-armed South Asian neighbours in six months.

'Not mentally prepared':agree:

Talks broke off in 2008 after the Mumbai (Bombay) attacks - when Islamist gunmen killed more than 160 people - which Pakistan later admitted had been partly planned on its soil.

Ahead of the meeting, Indian Home Secretary GK Pillai was quoted by an Indian newspaper as accusing Pakistan's powerful intelligence agency of co-ordinating the carnage in Mumbai.

The two foreign ministers said at a joint news conference on Thursday that their day of talks had been "constructive", and agreed to meet again.

But a new picture emerged on Friday as Mr Qureshi told a news briefing: "India is not mentally prepared to engage in a dialogue".:cheesy:

He added: "I want to ask the Indian foreign minister, as he is the principal of Indian foreign policy and direction, why he made and received calls from Delhi so many times during the talks."

"The Indian delegation had not prepared its agenda," he added.

Mr Qureshi also accused India of being "selective" and "narrowing the dialogue".:bounce:

'Scoring debating points'

He claimed India had refused to talk about Kashmir, which India regards as an inalienable part of India. :hitwall:

The northern territory has been the cause of two out of the three wars between India and Pakistan since they were partitioned in 1947.

Mr Qureshi also accused the Indian delegation of refusing to discuss another bone of contention, the strategically important Siachen glacier.

But in a news conference upon arrival at a Delhi airport, Mr Krishna hit back, denying he had taken policy guidance by phone during the meeting.

"I was totally cut off from India," he said. "I never used any telephone. It's an extraordinary statement to make."

"I will not score debating points over Foreign Minister Qureshi," he added. "I would like to concentrate on serious issues."

Mr Krishna also denied his delegation had not been ready for the meeting, saying: "India was fully prepared. Our mandate was clear, there was no ambiguity."

Meanwhile, police in Indian-administered Kashmir re-imposed a curfew on Friday in the summer capital, Srinagar, and several other towns across the valley.

The move came after separatist groups called for anti-India protests.

In recent weeks, 14 civilians have died in incidents involving shootings by police and paramilitary forces.

Failure of talks exposes Pak’s evil designs

NEW DELHI: The failure of the latest round of Indo-Pak peace talks has laid bare Islamabad’s real intention, even as it validated the red lines drawn by Congress, which prompted the Indian side’s refusal to take the bait of enlarging the scope of its engagement with Pakistan without substantial action on the 26/11 Mumbai terror attack probe.

Congress party’s stand on dialogue with Pakistan, in fact, mirrors the mood of the people, and borders on the side of caution, quite unlike the sense of optimism displayed by the Prime Minister’s Office. If at all, the failure of the talks would put the ruling party under additional pressure to take into consideration popular sentiment on the issue.

As the latest round of peace talks floundered, with foreign minister S M Krishna thwarting his Pakistani counterpart Shah Mahmood Qureshi’s gameplan seeking the inclusion of the Kashmir dispute in the negotiations, while reiterating India’s resolve to elicit a firm response on the 26/11 probe, it was clear that the Indian side’s strategy had factored in the sensitivities of the ruling party.

Congress spokesperson Jayanthi Natarajan, confronted by newspersons here this afternoon, reiterated her party’s stance. “The success of the talks are to be judged by India’s response. Efforts should be made to bridge trust deficit. At the same time, it has to be said that there can be no composite dialogue unless Pakistan stops backing cross-border terrorism addressed to India and brings the perpetrators of the 26/11 Mumbai terror attack to justice,” she asserted.

While the Manmohan Singh government has been pressing Pakistan to act on its commitment of dismantling the terror infrastructure operating from its soil and stop exporting terror to the other side of the border, the resumption of dialogue, post-26/11, has seen the addition of another item in New Delhi’s agenda — that of seeking action against the elements involved in executing the Mumbai terror assault and their handlers based in Pakistan.

Attempts by the Pakistani interlocutors to goad their Indian counterparts to breach these red lines have failed in the past, as it did again this time round. “Kashmir has been part of our negotiations. It is a disputed territory. It is not possible to delink Kashmir from the negotiations,” Mr Qureshi said on Friday, adding that it would not make sense to discuss aspects like cultural and trade relations while ignoring “core” issues such as Jammu and Kashmir, peace and security and Siachen.

Congress lashed out at the Pakistani external affairs minister’s “Kashmir first” insistence and his attempts to compare home secretary G K Pillai with LeT founder Hafeez Saeed. “His remarks were uncalled for, unjustifiable and condemnable,” Ms Natarajan said.

By making such remarks, the Congress spokesperson explained, Mr Qureshi was merely addressing the concerns of his domestic constituency.

. . .
This had to happen. The governement at the center today, and the one to come tomorrow, would do well to not try and go against prevailing national sentiment in the future.

I agree to the topic title wholeheartedly. India and Indians are not mentally, emotionally, or from their hearts ready for any overtures of peace towards Pakistan.

I just do not feel it. It was there during Vajpayee and Musharaf's time. Its just not there today. Not even amongst a small section, to any small extent.

We do not want war. But we can do without this peace sham as well. For now, and indefinitely.

And guys like Qureshi just make our resolve stronger.

Cheers, Doc

Let us anlyse things with a cool head politically .....

Why talk to Pakistan?

Do we like talking to them?

Are we going to get anything by talking to them?

Are we going to lose anything by not talking to them?

I am willing to accept the need for dialogue if the answer to any ONE of the above three is a YES.

Cheers, Doc

.
Now after you have answered the previous three questions, try your hand at these .....

Has talking to Pakistan ever worked for India in the past?

Has India ever suffered Pakistan linked violence immediately before, during or after such talks?

Cheers, Doc

Sure, there is no point talking to Pakistan. Let the cold war continue, your country is suffering from widespread poverty & aids, it has 2 rivals, Pakistan and China. It has a seperatist struggle in one of it's regoins. Pakistan could hold the key to most of these, so the answer is in your face.

When it comes to India and Pakistan, peace is the absence of an all out war.

We are at peace today. A peace where either side will not risk an all out war, but will continue to try and undermine the other internally by proxy.

You can break down a stubborn door in minutes with a sledgehammer, or you can infest it with white ants which will do a better job but over a longer period of time.

I am sure all of you have seen dogs fighting. It is not a pretty sight. Especially those to-the-death duels where the blood lust is beyond control in both. Never ever get in between such a fight to try and separate them.

After a lot of maneuvering and snapping and tumbling, each will get a hold of the other in his jaws. The aim is always the jugular area of the neck, which then makes it terminal, and a matter of time.

Once they have their jaws clamped tight, each will keep viciously moving his head side to side and then start leveraging with his paws. But they will not let loose the clamp even a milimeter to try and get a better bite of more meat in his mouth, for fear of losing the advantage he already has.

They will wait like this, till the life and strength bleeds out of one, and it gives up.

Friends, we're both done with the jostling and snapping stage, and are now each in terminal clampdown.

True peace between India and Pakistan will only come when one is no longer in a position to make war.

Cheers, Doc
