India May Lose Domestic And Global Credibility If Modi Doesn't Rein In The BJP Hotheads: Moody's

Against the backdrop of controversies such as growing intolerance and the war against beef eaters, Moody's Analytics on Friday cautioned Prime Minister Narendra Modi that the country may lose domestic and global credibility if he doesn't rein in the members of his party.

In a report titled India Outlook: Searching for Potential, Moody's Analytics said for the country to reach its growth potential it has to deliver the promised reforms.

"Undoubtedly, numerous political outcomes will dictate the extent of success," it said.

The ruling BJP does not have a majority in the Rajya Sabha and crucial reforms bills has been met with an obstructionist opposition.

"But in recent times, the government also hasn't helped itself, with controversial comments from various BJP members."

While Modi has largely distanced himself from the nationalist jibes, the belligerent provocation of various Indian minorities has raised ethnic tensions.

"Along with a possible increase in violence, the government will face stiffer opposition in the upper house as debate turns away from economic policy. Modi must keep his members in check or risk losing domestic and global credibility," Moody's said.

It projected that India's GDP growth for September quarter at 7.3 per cent, while for the full fiscal it would be 7.6 per cent.

"Key economic reforms could deliver greater potential GDP, as they would improve India's productive capacity. These include the land acquisition bill, a national goods and service tax, and revamped labour laws. They are unlikely to pass through Parliament in 2015, but there is an even chance of success in 2016," Moody's said.

As regards interest rates, it said low rates will buttress the economy in the short-term but reforms are needed to reach long-term potential growth.

The Reserve Bank kick-started the recovery by cutting the repo rate by 1.25 per cent this year.

It said positive signs are emerging with the State Bank of India, the nation's largest bank, cut its base lending rate earlier this month.

"Capacity utilisation has been low across industries this year. The capital expenditure pipeline is running dry.

However, interest rate cuts should encourage investment, as will the softer inflation profile," it added.

This stuff is the important message.

The "credibility" talk is a bit premature because:

a) many parties still cooperate with the NDA and are willing to negotiate and pass legislation with the proper commitees and negotiations (only Congress et. al is being daft and a stick in the mud)

b) Moody's wont change/threaten any credit rating change because of such things, they are just "concerned" about the progress because of this stuff. In my opinion once Bihar elections are over, we will have clearer picture on what opposition party strength/momentum is to take on NDA.

c) Its not like Congress was in negotiating/compromise mood before all this Bihar election related crap flinging started. They have painted themselves into a corner, shut off their ears and are in full tantrum mode....and will be permanently in this mode till they are wiped out totally in the political world.

d) However yes Modi will have to control and reflect on the cheap talk and insults some BJP people have indulged in...and get back to full development only talk. BJP must show itself to be a stoic wall and not be brought down to the wallow pits of the likes of Congress, JDU and RJD. Again Bihar election result will have much to say about what the trajectory on this will be like.

Perception is a critical factor in determining credibility. If moody is commenting then it is an ominous sign and the GOI would do well to heed and change course.


Does Moody's also comment on Syria war/Obamacare's popularity as a factor in US's rating?


Yes they do. At least in the case of US. Key federal policy has direct bearing on US government bonds. At a company level moody downgraded the outlook on health insurance companies at the advent of obamacare.

All such ratings report carry(or are supposed to carry) such disclaimers. And the author being a BA Econ grad is not enough to refute it.

Good to know. But here the comparison is probably not fair. The statements made by BJP are similar to what is made by Republicans with regards to gun control, pro-life and bombing Syria.

The Indian government itself can be accused of silence though. Similar to how Republican Presidents don't defend/oppose their party peers' statement.

Never said Modi was bad, Modi is doing great but should look at his party. Its hard to control nationalists
Perception is important and if some guys in the BJP do something bad then it will affect India negatively
