India is already working on 2 such projects for hypersonic cruise missiles. One is Brahmos-2 with Partnership with Russia while second project is Indigenous. India is also working on Indigenous Hypersonic vehicle(HSTDV) and ground testings are going on currently.

They are developing or rather taking the first baby steps.We are not even sure whether it had any scramjet propulsion or any propulsion at all!!And ISRO has already flight tested its Mach 7 scramjet module.
By the way,India has already developed and productionised a Mach 8 BGRV similar in principle to Russian Iskander,does your big brother have something like that yet??

while HQ-9 is mainly SAM having flight ceiling of 30 km,PAD or PDV is dedicated ABM which will intercept any missile at height of 150 km or more(both exo or endo atmospheric interception,depending on what kind of missile it'll be)

PDV shall be a missile of Arrow 3 class ans intercept the enemy missile between 150 to 250 KM. Next gen AD1 and and AD 2 shall be of THAAD class. Indian Missile and software, Israeli sensor and Radar fused to gather may produce higly lethal weapon like LR and MR SAM.
