MUMBAI: The CPI (Maoist) swells the list of indigenous terror groups operating on our soil to 27, making India home to the largest number of
domestic terrorist organisations in the world. On Monday, the Ministry of Home Affairs (MHA) named the CPI (Maoist) as 34th terrorist organisation under the Unlawful Activities (Prevention) Act; seven of these are transnational terror groups.

CPI (Maoist) joined ranks with Ulfa and SIMI and lesser known entities such as Hynniewtrep National Liberation Council of Meghalaya, Kanglei Yaol Kanba Lup of Manipur and Akhil Bharat Nepali Ekta Samaj, which though virtually unheard of are considered deadly enough by the government to be designated as terrorist organisations.

Of the seven transnational terror groups, only two —al-Qaida and LTTE — are truly global names. The other five are Lashkar-e-Taiba (LeT), Harkatul Mujahideen, Al Badr, Jamat-ul-Mujahid and Hizbul Mujahideen (HM) which are all Pakistan based terror outfits fighting Indian security forces in Kashmir.

"I am not surprised that we have so many local terror groups," said Prakash Singh, former director-general of Border Security Force (BSF). "Since Independence we have seen the rise of a new terrorist movement in every decade, whether it be the Naxals, militants in Punjab, terrorists in the North East or in J&K. It is failure of governance that has led to this situation," Singh said.

Going by number of organisations that other countries currently designate as terrorist, they too feel threatened by a number of groups. But none of them have as many home grown extremist groups as India does. The list runs into more than 40 in both US and Canada but includes only international names such as Hezbollah, Hamas, FARC, Ejercito de Liberacion Nacional, Kurdistan Workers Party (PKK) etc — none of which operate directly on their soil.

Amongst developed countries, only UK has a significant number of terror groups breeding close to home in form of nine Irish militias such as the Ulster Freedom Fighters and the Irish Republican Army.

"India is a large country with such great diversity and so many grievances. This complexity leads to growth of radicals who survive on extremist ideology and terror. Developed countries have not had to deal with problems like ours that breed extremism," said intelligence affairs expert B Raman.

100 Terrorist Groups In A War Against India

Mumbai’s night of terror underscores a phenomenon concealed by the Indian government and intelligence agencies and deliberately ignored by a biased Anglo-American media for a long time: The rise of a virulent form of Hindu terrorism that begets violence from other minorities. Here is a list of almost one hundred groups that are fighting the Indian government. All of them thrive in India. The context for what has happened in Mumbai is stunning only for those unaware how a cocktail mix of wrong policies, official patronage to extremism, and separatist movements have come together to destabilize India. The night of Nov. 26, 2008, will go down in history as the day when India’s homegrown terrorism reared its head after years of silent mushroom growth.

This terrorism in Mumbai is not surprising, unlike the reactions in most of the western media. India’s terrorist underground has been flourishing for many years. While the U.S. media was busy last year likening Pakistan to Iraq in a politically motivated campaign aligned with U.S. military objectives, experts were ranking India only second to Iraq in the number of people who died as a result of terrorist attacks between 2004 and 2007, according to one survey by an American think tank.

The Indian government has been artfully concealing a worrying development for at least sixteen years under an organized hype centered on economic growth and military power projection with a focus on China and Pakistan.

Indian terrorism is a confusing mix. Journalists and observers outside the region often miss the simmering tensions beneath the surface that occasionally burst into the open, surprising many and raising questions like how could there be so much violence in what is supposed to be a secular democracy and a rising economy where such things should not happen.

In India, there is a cocktail mix of wrong policies, official patronage to extremism, and separatist movements, all coming together to destabilize India. At least 600 Christians, churches, nuns and priests were targeted by Hindu mobs in eastern India in August this year. Almost the entire Muslim population of Kashmir is up in arms against the excesses, arrests, murders and rapes by the Indian army. For years there has been a media trial of Indian Muslims for real and imaginary involvement in violence. News such as the arrest this month of two serving Indian army officers involved in crimes that were attributed to Indian Muslims has served to increase disgruntlement among minorities. In 2002, close to 2,500 Indian Muslim men, women and children were burned alive in the first religious genocide of 21st century. In 1984, Sikhs were hauled off buses in New Delhi and beaten or burned to death following the assassination of Indian prime minister Indra Gandhi at the hands of Sikh bodyguards. And finally, between 12 to 14 separatist insurgencies currently rage across India’s north and northeast.

All of this makes for a dangerous combination that simmers quietly under the surface. The Indian media’s self-imposed ban on discussing these problems helps keep the lid on them. But when the pressure becomes unbearable, things occasionally burst into the open in the shape of terrorist acts. This only surprises those who do no know how India has been gradually relapsing into religious extremism in the period between 1990 and 2008. This history is important in order to understand why the Indian claims of Pakistani complicity in the attacks have often sought to simplify a complex situation.

Hindu militant groups have mushroomed in the past few years. This month, the arrest of two serving Indian army officers has confirmed speculation that Hindu terrorist groups have infiltrated Indian military and political establishments.

1992 was the definite year that saw Hindu fundamentalism express itself politically. Hundreds of religious terrorists descended on a north Indian city with tools in hand. They climbed on top of a majestic, 500-year-old mosque built by the same Muslim rulers who built the famous Taj Mahal. Imbibed with religious hatred, the Hindu mobs razed the building to the ground. Indian government authorities did nothing to stop it.

This Indian betrayal of a carefully crafted secular image would prove fatal later. In 1999, a Hindu mob surrounded the car of Graham Staines, an Australian priest, and his underage boy and girl and burned them alive.

Australia maintained an unusual quiet till this day about this major act of terrorism. The bias is easily detectable when compared to Australia’s reaction and statements to ‘Muslim terrorism’, especially in Indonesia and later in Afghanistan and Pakistan.

In this sense, countries like United States, Britain and Australia are partially responsible for letting the growth of India terrorism – with its mix of Hindu, Muslim, Sikh, Christian and ethnic insurgencies – go unnoticed for so many years. These western countries have done this in order not to disturb the Anglo-Saxon project of grooming India as a bulwark against China and Russia and other regional powers.

Following is a list of various indigenous separatist, militant and terrorist organizations operating in India against the Indian federal government. This list has been compiled using information available in the public domain, news reports and specialized publications. During any given incident in India, a combination of some or all of these organizations is a suspect, including in the Mumbai blasts and in any other militant activity. Blaming Kashmiris or Pakistanis for Indian internal problems would be a factual misrepresentation that must be countered with full force by Pakistan.

It should also be noted that the Indian establishment is cracking down on Tamil separatists due to violence in Sri Lanka as Tamils are regrouping in the southern Indian state of Tamil Nado. Tamils have to their credit the last significant political assassination in India, the blowing up of former Indian Prime Minister Rajiv Gandhi in 1984. They continue to be the most ruthless terror outfit in India. Mumbai blasts carry the fingerprints of many terror groups operating inside India, each with a long list of grievances against the Indian government and enough motivation to carry out such terrorist acts.

Not all groups in this list are necessarily terrorist organizations. But all of them are active against the Indian government.

Well folks...theres hardly anything to say here except sheer genius by the Indian Government/Lawmakers.....Mind you this is my conspiracy theory and feel free to comment......

What better way to make sure that in an event of an uprising or political unrest, to be able to eliminate these radicals (speculation) without accountability...I mean hell by declaring these groups as terrorist orgs, the armed forces can finish them if they decide to stage a mass revolt of sorts (I find it hardly possible seeing that 95% of any of these groups even have enough public support or muscle to gain such momentum)....and in doing so keeps these organizations in fear as well and checks their growth....

To me what's odd is that except for this forum, I have never ever heard of a majority of these organizations.....so either an excellent job by the media or a major cookup by enemies of the nation......
What's even better is that this hasnt hurt India's image internationally at all....the investments keep flowing in....and economy keeps flourishing.....tis perfect!!!

I dont see it being a matter of concern unless this hurts India economically....

I think the Kashmiri militants could've hurt India if they played their cards right....but they decided to go all "al qaeda" and target institutions and people outside of Kashmir...hurting their own image and giving India sympathy world over....

Frankly I dont feel bad about this....India isnt going anywhere.....United India will remain....Love my country....survives through all odds!!

100 Terrorist Groups In A War Against India

Mumbai’s night of terror underscores a phenomenon concealed by the Indian government and intelligence agencies and deliberately ignored by a biased Anglo-American media for a long time: The rise of a virulent form of Hindu terrorism that begets violence from other minorities. Here is a list of almost one hundred groups that are fighting the Indian government. All of them thrive in India. The context for what has happened in Mumbai is stunning only for those unaware how a cocktail mix of wrong policies, official patronage to extremism, and separatist movements have come together to destabilize India. The night of Nov. 26, 2008, will go down in history as the day when India’s homegrown terrorism reared its head after years of silent mushroom growth.

This terrorism in Mumbai is not surprising, unlike the reactions in most of the western media. India’s terrorist underground has been flourishing for many years. While the U.S. media was busy last year likening Pakistan to Iraq in a politically motivated campaign aligned with U.S. military objectives, experts were ranking India only second to Iraq in the number of people who died as a result of terrorist attacks between 2004 and 2007, according to one survey by an American think tank.

The Indian government has been artfully concealing a worrying development for at least sixteen years under an organized hype centered on economic growth and military power projection with a focus on China and Pakistan.

Indian terrorism is a confusing mix. Journalists and observers outside the region often miss the simmering tensions beneath the surface that occasionally burst into the open, surprising many and raising questions like how could there be so much violence in what is supposed to be a secular democracy and a rising economy where such things should not happen.

In India, there is a cocktail mix of wrong policies, official patronage to extremism, and separatist movements, all coming together to destabilize India. At least 600 Christians, churches, nuns and priests were targeted by Hindu mobs in eastern India in August this year. Almost the entire Muslim population of Kashmir is up in arms against the excesses, arrests, murders and rapes by the Indian army. For years there has been a media trial of Indian Muslims for real and imaginary involvement in violence. News such as the arrest this month of two serving Indian army officers involved in crimes that were attributed to Indian Muslims has served to increase disgruntlement among minorities. In 2002, close to 2,500 Indian Muslim men, women and children were burned alive in the first religious genocide of 21st century. In 1984, Sikhs were hauled off buses in New Delhi and beaten or burned to death following the assassination of Indian prime minister Indra Gandhi at the hands of Sikh bodyguards. And finally, between 12 to 14 separatist insurgencies currently rage across India’s north and northeast.

All of this makes for a dangerous combination that simmers quietly under the surface. The Indian media’s self-imposed ban on discussing these problems helps keep the lid on them. But when the pressure becomes unbearable, things occasionally burst into the open in the shape of terrorist acts. This only surprises those who do no know how India has been gradually relapsing into religious extremism in the period between 1990 and 2008. This history is important in order to understand why the Indian claims of Pakistani complicity in the attacks have often sought to simplify a complex situation.

Hindu militant groups have mushroomed in the past few years. This month, the arrest of two serving Indian army officers has confirmed speculation that Hindu terrorist groups have infiltrated Indian military and political establishments.

1992 was the definite year that saw Hindu fundamentalism express itself politically. Hundreds of religious terrorists descended on a north Indian city with tools in hand. They climbed on top of a majestic, 500-year-old mosque built by the same Muslim rulers who built the famous Taj Mahal. Imbibed with religious hatred, the Hindu mobs razed the building to the ground. Indian government authorities did nothing to stop it.

This Indian betrayal of a carefully crafted secular image would prove fatal later. In 1999, a Hindu mob surrounded the car of Graham Staines, an Australian priest, and his underage boy and girl and burned them alive.

Australia maintained an unusual quiet till this day about this major act of terrorism. The bias is easily detectable when compared to Australia’s reaction and statements to ‘Muslim terrorism’, especially in Indonesia and later in Afghanistan and Pakistan.

In this sense, countries like United States, Britain and Australia are partially responsible for letting the growth of India terrorism – with its mix of Hindu, Muslim, Sikh, Christian and ethnic insurgencies – go unnoticed for so many years. These western countries have done this in order not to disturb the Anglo-Saxon project of grooming India as a bulwark against China and Russia and other regional powers.

Following is a list of various indigenous separatist, militant and terrorist organizations operating in India against the Indian federal government. This list has been compiled using information available in the public domain, news reports and specialized publications. During any given incident in India, a combination of some or all of these organizations is a suspect, including in the Mumbai blasts and in any other militant activity. Blaming Kashmiris or Pakistanis for Indian internal problems would be a factual misrepresentation that must be countered with full force by Pakistan.

It should also be noted that the Indian establishment is cracking down on Tamil separatists due to violence in Sri Lanka as Tamils are regrouping in the southern Indian state of Tamil Nado. Tamils have to their credit the last significant political assassination in India, the blowing up of former Indian Prime Minister Rajiv Gandhi in 1984. They continue to be the most ruthless terror outfit in India. Mumbai blasts carry the fingerprints of many terror groups operating inside India, each with a long list of grievances against the Indian government and enough motivation to carry out such terrorist acts.

Not all groups in this list are necessarily terrorist organizations. But all of them are active against the Indian government.


Honestly, it needed a lot of endurance to read till the end of this amazing piece which combines literary genius and an extremely fertile imagination and carries them to hitherto unknown heights. One can see why the Chinese propaganda machine is second to none. These problems are not unusual in a nation as large and diverse as India. They have to be tackled appropriately, we are aware of that. In the mean while gloating on your neighbour's misery is not going to help matters. Thanks for the concern. I am sure there are more pressing issues at home like Tibet, Xinjiang, the millions rendered jobless and sent back to villages from where they had run away in the first place because of extreme poverty and yes the poisoned baby food which no one is buying any more.

Well my friend, I am sorry, I know it feels bad, but I am giving it just as an example, the people who started the Khalistan movement were branded as terrorists by the GoI and then they were hunted down like dogs and a genocide was committed in the sacred complex of the Golden Temple. The temple had a blood bath.

Indian army made the operation a fun of human rights violations killing women and children who the GoI thought as terrorists.

"Whole of Punjab and especially the Golden Temple Complex was turned into a murderous mouse trap from where people could neither escape nor could they seek succor of any kind. The way the dead bodies were disposed off adds to the suspicions regarding the number and nature of the casualties. The government, after the operation, on the other hand, did every thing in its power to cover up the excesses of the army action. The most disturbing thing about the entire operation was that a whole mass of men, women, and children were ordered to be killed merely on the suspicion that some terrorists were operating from the Golden Temple and other Gurdwaras."[62]

Well india have largest.. but still not branded as a rouge or a terrorist state. Why??? Becuase what differentiate between a unstable state and strong democarcy is not the number of issues, but the mechanisms in place to counter these.

The main reason i believe for this number of groups is the way india was created, many joined india, but many felt they had nothing to do with india. If such conflict happens such group arise. But non is prominent than those working in JK assam and manipur..!!!

And by now you might have understood why we have so many troops in the troubled parts of Kashmir and north east.. Can we blame Indian government.. ;) If we have this much number of terrorist groups not willing to talk and choose the path of guns can we sit idle.. and let these groups dictate their dictatorial diktat on the poor people of these states..!!!

Greed, Politcal motives: Greed/Political motives of Indira Gandhi for PM's chair. She did not want to be apprear weak. I am trying not to go too much into details because it's whole different issue.

The point I am trying to make is that India is made of different ethnicties, cultures, religions, cults, castes, and regionalism also runs deep in some areas. Take example of Terrorist organization in Punjab's list. Many of them I never even heard of them, some are only alive politicaly. When was the last time you heard any terrorist activity from any of these organization? They still exist in GOI's pappers but not really in real life anymore. If you take that list and go through each state's currently ACTIVE organizations, you will find majority of names on this list will disappear.

You dont know the whole story behind how these people and OTHER people along with them got killed. Majority of Sikhs do live peacfully with in India but there still lots of bitterness of 1984 and what happed in Punjab in 90s.
