And Modi decided to give away Jaitley from Defence ministry since he is also a finance minister and with GST going on, full time focus of Jaitley on finance ministry was needed.

BTW as per your logic, Chinese foreign ministry Secretary for South & Central Asia retired last month so it must have been because of China's humiliation at Doklam.
