Aug 15, Colombo: India's developmental assistance projects in Sri Lanka based on the priorities set by the Sri Lankan government and the people have made impressive progress, the Indian High Commissioner in Colombo, Ashok K. Kantha says.

The High Commissioner in an Independence Day message said that India-Sri Lanka relations were growing rapidly and that the partnership between the closest of neighbours and friends must progress.

Among the many development projects India funded, the most notable was the US$ 270 million Indian housing project for displaced Tamils to build 50,000 housing units in the North, East and plantations, the High Commissioner said.

"Given its scale and reach, the Housing Project is the flagship project of India's development assistance to Sri Lanka and one of the largest grant assistance projects undertaken by the Government of India in any part of the world," he said in his message.

He noted that the pilot phase of the project for construction of 1000 houses has been completed and the two governments have signed the agreements last month for the next phase of constructing 43,000 housing units under the owner-driven mode in the Northern and Eastern Provinces. The work has been awarded to four Implementing Agencies, he added.

Under the Small Development Project scheme, a number of projects in diverse such as health, education, agriculture, fishing, small and medium enterprises development, community empowerment, art, craft and culture have been successfully completed and many more included to India's growing project portfolio in all parts of Sri Lanka, the High Commissioner said .

Kantha noted with satisfaction the completion of the railway reconstruction project in the South ahead of schedule and handing over to Sri Lanka Railways during the visit of the Indian Parliamentary delegation in April 2012.


He said the Railway reconstruction project in North, under Indian lines of credit, is also progressing smoothly and is expected to be completed by December 2013, well ahead of schedule.

India has completed the wreck removal work at the Kankasanthurai Harbour in a timely manner in January and has reached an understanding for the dredging operations, which are expected to be completed by the end of the year.


The Joint Venture Agreement for the 500 MW Sampur coal power plant has been signed and the remaining agreements are being concluded soon, so that work can start on the project and its first power-generation unit be commissioned by end-2016, the High Commissioner said in his message.

sorry to say, "impressive progress" is totally misleading the people. Only project India completed is a railway line project in southern areas but it's not successful project.

50,000 housing project also a totally misleading, India isn't building 50,000 newly homes here. They have finished 200 only for last two years, haven't given to any civilian yet. Another misleading thing is they are mentioning about Eastern province here but as far as I know there are extra newly built homes which we built after Tsunami in the eastern province, and also in southern province.

Only project that they are involved in is railway project, all other road development project is done by China.

Sampur Coal power plant hasn't started yet due to environment issues....

Yeah whatever . The news is from a SL source but it seems you know better. Anyways I don't understand why Indian is spending money on SL when Sri Lankans don't seem to care about India.

It is Indian High commissioner's statement lol.
These are projects, not free money. Sri Lankans have to pay back.

Skyline is either a biased loner .. or possibly a chinese pretender (note the reference to china).

Indo-Srilankan relations are good ... and getting even stronger by the day.

In fact, India's relations with all neighbours are good .. and going better by the day. And they include Sri Lanka, Bangladesh, Pakistan, Nepal, Bhutan, Myanmar. The relations are good with China too, but it's a neighbour only via Tibet (?).

After huge delays, the US $ 270 million Indian housing project for displaced Tamils in Sri Lanka is now on track.

“The pilot phase of the project for construction of 1,000 houses has been completed. The next phase of the Indian Housing project for 43,000 housing units under the owner-driven mode in the Northern and Eastern provinces has been launched,” said Ashok K. Kantha, High Commissioner of India in Sri Lanka in an Independence Day message.

After the initial hiccups, the pilot project of building 1000 houses was completed in July this year. Soon after, the High Commission of India signed agreements to award work to four Implementing Agencies - UN-HABITAT, International Federation of Red Cross & Red Crescent Societies in partnership with Sri Lanka Red Cross, National Housing Development Agency (NHDA) of the Government of Sri Lanka and Habitat for Humanity, Sri Lanka - signalling the launch of the next phase of the Indian Housing Project for 43,000 housing units in Northern and Eastern Provinces.

In the owner-driven model, beneficiaries will be selected through a transparent and norm-based process on the basis of clearly defined and objective criteria. These beneficiaries will undertake the construction/repair of their houses with technical assistance and support provided by the Implementing Agencies. The money will be released directly by the High Commission of India into bank accounts of beneficiaries based on certification of progress of work.

This phase is expected to meet bulk of the housing needs in these areas. In the last phase of the project, which is also expected to commence soon, about 6,000 houses will be directly built by construction agencies for people from most vulnerable sections of IDPs in the Northern and Eastern provinces and for estate sector in the Central and Uva Provinces.

The construction of 43,000 houses for resettlement and rehabilitation of IDPs in Northern and Eastern Provinces is part of the overall commitment to build 50,000 houses announced by Prime Minister Manmohan Singh during the State visit of the President of Sri Lanka Mahinda Rajapaksa to India, in June 2010.

The pilot project for the construction of 1,000 houses in the five districts of Northern Province was launched in November 2010. Till July 13, as many as 950 houses were completed under the pilot phase, and most of these were handed over to beneficiaries. The remaining 50 houses were completed by end-July.

^^ mate it isn't 50000 newly built houses, I have mentioned about this in other thread on PDF before, it includes repairing. If actually Sri Lanka needs to have 50000 homes are those 50000 families are live in under trees or tents now?

He is a Sri Lankan and one of the 4-5 SL members here and every SL member here dislikes India and I must say that the feeling is mutual with Indian members especially Tamils having a pathological dislike for Sinhalese.

Well I would like to see a source saying that India is not actually building but repairing houses.

If it makes the Indian high commissioner feel good to make grand statements, then all power to him.

The real record may be another matter, however.

What's sad is that India is only "engaging" with Sri Lanka because of China.
