It may not have to do with the Nuclear material that is present in Pakistani hands..
Uranium deposits are scattered in over 1000 places in Pakistan.. if someone can manage to obtain access through basic digging..
even though they will be radiated themselves.. they can use it to create a dirty bomb and ship it to India.
