Article 420 of Great Secular Indian Constitution : In any case of violence in Indian territories or dependencies, the culprit chosen should always be a Muslim, preferably Kashmiri.

Technically, the Indian Constitution is Progressive enough. It is the Central Government leaders after 1947 who have not applied a lot of the Constitutional promises.

For example, in the Constitution there is provision for employees / workers to form unions, but in the Indian IT industry the managements actively discourage unions, even when these companies do injustice to the workers.

In later decades of the Constitution's life, doesn't matter the exact year, the Preamble to the Constitution declared India to be a Secular, Socialist republic. But is that what India is in reality ??

Some, or many, Right-wingers want the Preamble to be erased of "Secular and Socialist", but the Constitution should go only one way. Evolution. Direct Democracy Socialism. Some of this is already being implemented or spoken of by the Aam Aadmi Party and the Swaraj Abhiyan movement.

Technically, the Indian Constitution is Progressive enough.

1) It does not matter, even Mali and Burkina Faso are secular states on paper. Constitution is just a piece of paper, it's validity exists only till majority is believing in it.
2) There is some discrimination against Muslims, for example Entry 15 of the State List of the Seventh Schedule of the Constitution implicitly allows cow veneration (you should look into constitutional debates). And in 1947, only Hindus were provided the benefits of reservation. It was after Mandal Commission, that 40% were included in OBC list. For reference, 75% Hindus are under reservation. (figures taken from Household survey) Muslims have the lowest literacy rate and lowest percentage in premier institutions. Overall higher studies percentage of Muslims is 4%.
