New Delhi, March 19: India has blocked a fresh thrust by China to join the South Asian Association for Regional Cooperation, a grouping New Delhi dominates, arguing that the alliance first needs to clarify its objectives in strengthening ties with new partners.

The foreign ministry has communicated to all other member states of the Saarc —Afghanistan, Bangladesh, Bhutan, the Maldives, Nepal, Pakistan and Sri Lanka — that it is uncomfortable with any expansion of the alliance at present, senior officials confirmed to The Telegraph.

The message to Saarc nations comes at a time Indian officials say China has increased aggressive lobbying with other member states to join the grouping as a full-fledged member.

China is already one of nine observer states — Australia, the US, the European Union, Iran, Japan, South Korea, Mauritius and Myanmar are the other observers. Observer states can collaborate with full members of Saarc on specific initiatives but do not have voting rights.

“We see absolutely no reason for the expansion of Saarc to include nations that do not directly share in the economy, culture and shared history of South Asia,” a senior official said.

South Asia’s growing strategic and economic importance has attracted efforts from key nations and alliances across the world to form partnerships with Saarc.

Already, this has led to a lopsided structure rare in the world of multilateral diplomacy — Saarc has more observers than actual full-fledged members. Indian officials accept that the grouping will need to be expanded at some stage.

But China’s hectic lobbying over the past few months with Pakistan, Bangladesh and Sri Lanka has set off alarm bells in New Delhi. Though China has evinced interest in the past, this thrust, officials here said, has been more intense than ever before.

The introduction of China into the grouping would give these nations an option other than India, among major economies, to turn to for economic leadership within Saarc. But it would reduce India’s leverage within the grouping.

“Saarc needs to clarify its thinking on the nature and the direction of its relationships with partner states who have observer status,” external affairs minister Salman Khurshid told fellow foreign ministers at a Saarc meeting in Male recently.

“Some of the observer states have done commendable work with our association, but it is important that we define a clear set of policies and objectives for these relationships and their future direction, before we move further.”

But India’s move to stall progress on China’s hopes for full-fledged membership of Saarc also carries a cost, officials said.

Russia, one of India’s closest allies, and Turkey are keen to gain observer status with Saarc. But expanding observer states without increasing member nations will not be easy to justify given the grouping’s already lopsided structure, the officials said.

LOL, this Indian Government is constantly cutting off its nose to spite its own face.

They made SAARC into a lop-sided useless organization plagued by infighting.

They turn down hundreds of billions of dollars of Chinese investment into "non-sensitive" sectors in India, despite their economic growth sagging to record lows. I can understand keeping investment out of sensitive sectors, but keeping investment out of non-sensitive sectors is just ridiculous.

Maybe if Modi comes into power, this kind of ridiculousness will end.

:bunny: Good......

Some people will hurt and will say against India.

I am not too sure about the highlighted part. Remember his last Statement in which Modi chastised China.

He is a Hindu Nationalist and considers China as an arch Enemy. Time will prove the rest.

Except for India, every other member of SAARC will welcome the entrance of China in the Group, especially Pakistan.

You don't have to be sure about it either . . An what that thing has to do with him being a Hindu Nationalist :pleasantry:?

I'm sure Modi knows where to poke China and where not to poke.

Stop cherry picking and mixing two incidences and issues.

what modi said is about the disputed territory and chinese incursion . . when it comes to business he knows how to deal with it. :coffee:

I personally support if our government withdraw the Sri Lanka's membership from SAARC and maintain neutral status in the region.

It is useless anyway I think Pakistan should leave as well.

I think that was their whole idea, to make SAARC so useless and inefficient that everyone would leave.

SAARC :undecided:

China can invite Pakistan,Bangladesh and Sri Lanka into SCO.Too many groups with overlapping agenda and zero output.

It's the same as India getting into the core ASEAN.

Good idea. :D The SCO is open for recruits!

Everyone's tough on China, US, Canada, EU, and now even India has join the party and is also tough on China.

This would be really bad if we weren't an economic power house or a world power...Oh wait we are both, and to all, but the US, come back when you can afford pants cause right now your *** is out in public.

SAARC as a model or ideal is actually very positive, but the implementation is pathetic. not sure about rest of the states, but redtape and haramkhori in visa/immigration between Pakistan and India is same as before or negligably less annoying. Still a headache to get any paperwork done and months of delays unless you are in the 'distinguished persons' category which 99% of people on both sides are obviously not.

Another example is educational cooperation. all member states agreed to set up South Asian University (SAU). but the campus has only been opened in dilli and not any other city? why not have one in lahore/khi or dhaka as well? its essentially been hardshouldered from a multilateral project to an india centric one. and minimum quota for non indian students should be increased from 50% to equal share for every saarc member (incl. hindostan)

countless opportunities and promising initiatives like this are being squandered. india keeps wanting to be like 'bara bhai' of the region, then at least start acting like one instead of diplomatic thug.

this is why we need both china and iran (both tibetan and baloch people are south asian) to join the grouping and make its processes more multilateral in spirit as envisioned originally. Not to mention the immense benefits of having iran, afghanistan and china in same group as other south asian countries, in terms of oil/gas pipelines for economic and energy integration. if things were done smartly, saarc and sco could be two of the most geopolitically important organizations, with overlapping membership and interests, and a serious force to reckon with.

'Politics' is not as straightforward as a math equation :coffee: . You think you want to join Saarc only for giving 'investment'? You're here because you want more political leverage with these countries....obviously we're there for the same. And we were there first. Besides, when did CHina become a 'South East Asian' nation. Geographically will you be marked there?
