India is apparently unhappy with its share of work in the Fifth Generation Fighter Aircraft (FGFA) project with Russia and will take up the issue at the highest levels, PTI said on Thursday. Defence Minister A K Antony will flag the issue when he visits Moscow next month, the news agency said.
India’s work share in the research and development and other aspects of the project at the moment is only around 15 percent, even though New Delhi is investing 50 percent of the cost, the news agency cited officials from the Indian Air Force (IAF) as saying.
This will have an impact on India's indigenous capabilities to develop such an advanced fighter aircraft, the officials told the news agency. The IAF objections were raised at a CII event on energising aerospace sector in India, according to the report
“We have a major opportunity in the FGFA programme,” IAF Deputy Chief Air Marshal S Sukumar was quoted as saying. “At the moment it is not very much in favour of Indian development. We are flagging it through the Government. It should be much more focused towards indigenous development capability.” Sukumar was commenting on the programme and the opportunities that it could provide for the Indian defence sector, according to the report.
The Sukhoi/HAL FGFA is a fifth-generation fighter being developed by Russia and India. It is a derivative project from the PAK FA (T-50 is the prototype) being developed for the Indian Air Force. FGFA is the official designation for the Indian version. The two sides recently completed 'deep design phase' for the Indian variant, which would be lighter because of massive use of composite materials than the all metal T-50 prototypes.
At the sidelines of the MAKS-2013 airshow in Moscow in September, HAL Nasik complex Managing Director, S. Subrahmanyan, who looks after joint projects with Russia, expressed confidence that the first jointly designed prototype will take to skies in 2015 and the induction of FGFA could began as early as 2017.

Its is sellers world my dear. India paid the money for the aircraft and they need to sit back and relax till they arrive.

And, no, Russian not going to teach you how to build an aircraft.

These are comments following the article

"stop blaming Russia. If you have the capability, go and make your own plane and technology. China did that. Initially China used to buy from Russia, now they are on thier own and Russia wants to learn from them. From india, rusia only want the funds. Do not blame others for your own incapabilities. You ask Russia, Russia ask who? Why they could do it and Indians could not? Always waiting for something to drop from the sky!"

"indians need to fix their lca project first, its far way behind schedule and crying about 5th gen aircraft, give others the reasons to work equally with u"

FGFA will be as much Indian designed as MKI is Indian designed.

The detailed design phase of the AC is done and over with for all intents and purposes. The Indian component for the R&D revolves around mission avionics and computers, ancillary avionics, engine sub-systems (NOT the engine design itself), production engineering wrt air frame and optimization of FCR with Indian TRMs.

NO country, except one exception, is going to hand over "ToT", all that is labeled as ToT is in truth M-ToT which enables in-house MRO. It is not India which is unhappy but the IAF, they had hoped that certain third party systems that they were able to bring over to the UPG could be license built and qualified for the FGFA- something which very much would require certifications and basic integration research- which is contrary to what the Russians want.

FGFA will be as much Indian designed as MKI is Indian designed.

There is an irony in the comments the first one advocates reverse engineering from Russian equipment China could afford to do that but If India does the same it will be a big set back to India Russia relations based on trust.

India is not new to reverse engineering equipment in fact most of the missiles are reverse engineered and have design inputs from various systems.

I think the FGFA issue will be solved.

India Russia relations base on trust? What trust. The trust that India is now leaning toward the west. China might be copying Russian weapons, but India might provide the US the insights into Russian weapons knowingly or unknowingly. Now, who do Russians trust more? Russia will not trust India as India is putting on foot in the western alliance and another foot in the eastern bloc.

Needs some hardcore discussions on the work to be given to India

I totally agree with this post.

These are Bussiness contracts and during negotiations sides which negotiate the deal do express their concerns, The technologies which are incorporated in FGFA are advanced ones and India has to bridge the gap of its domestic industry with that of advanced ones.

At the same time Russia needs dollars to help Indian aviation in self sufficiency. Only reason MMRCA got delayed is because of tech transfer differences between Indian and France.

The message from India is clear cut, India needs some tech. help in achieving self sufficiency and any country which is willing to do that will get deals. And Europe and Russia do need money as an investment in their industries.

Strategic ties are different from Business ties and no need to worry about here

No country has capacity to replace the extent of arm purchase India makes from Russia so relationship will stay for a very long time.

BTW This is the view of Russians towards Chinese.

You can't expect Russian to teach you how to build the 5th generation aircraft so Russia will lost out a potential custom in India or much later India can challenge Russia in global arm sell. Indian invest in Russian 5th generation aircraft so they can be the 1st customer to acquire the aircraft after Russian induct fgfa into Russian air force, don't expect 2 much of learning from the Russian since they are Indian main supplier for arm sell.
