India has again been kept out of a key meeting on Afghanistan convened by Russia that will see the participation of Pakistan, reflecting divergences between New Delhi and Moscow on the rapidly evolving situation in the war-torn country.

The “extended troika” meet, to be held in Qatar on August 11, will be joined by special envoys from Russia, the US, China and Pakistan. Qatar will host another meeting between the Afghan side and regional and international partners this month.

The extended troika meeting was called by Russia to push intra-Afghan talks to find a political settlement in Afghanistan at a time when the Taliban have launched a massive offensive that has recently been expanded to cities such as Kandahar, Herat and Lashkargah.

The extended troika held its last two meetings in Moscow on March 18 and in Doha on April 30. The Indian side has taken up the inclusion of Pakistan – which New Delhi contends is backing the Taliban – at these meetings with the Russian side, people familiar with developments said on condition of anonymity.


Russia has said it keeps India informed about developments on Afghanistan under the troika format, which includes the US and China, though it has shown little inclination of including India in discussions under the external troika even after acknowledging India’s stakes in Afghanistan, the people said.

While India has backed the government of President Ashraf Ghani, it has repeatedly opposed the imposition of any regime by force. However, the Russian side appears opposed to the continuation of the Ghani government and favours an interim set-up

Russia's Extended Troika Meeting On Afghanistan: As the Taliban continues its offensive in Afghanistan, Russia has stepped up efforts to reach out to all key stakeholders in war-torn Afghanistan to stop the violence and push the Afghan peace process.

A crucial meeting is being convened by Russia on the fast-evolving situation in Afghanistan

India has not been invited to a crucial meeting being convened by Russia on the fast-evolving situation in Afghanistan that is expected to see the participation of Pakistan, China and the US, people familiar with the development told news agency Press Trust of India today.

As the Taliban continues its offensive in Afghanistan, Russia has stepped up efforts to reach out to all key stakeholders in the war-torn country to stop the violence and push the Afghan peace process.

The "extended Troika" meeting is scheduled to be held in Qatar on August 11. Talks under the format had earlier taken place on March 18 and April 30.

Russia has also been holding the "Moscow Format" of talks to bring peace and creating conditions for the process of national reconciliation in Afghanistan.

Last month, Russian Foreign Minister Sergey Lavrov said in Tashkent that Russia will continue to work with India and other countries which can influence the situation in Afghanistan.

Following the comments, there was speculation that India may be included in the upcoming "extended Trioka" meeting.

"We will continue working with the Americans in the extended Troika format as well as with all other countries that can influence the situation in Afghanistan, including our partners from Central Asia, India, Iran and the US," he had told reporters.

"We have a Moscow format that includes all the main players," Mr Lavrov had said.

Though Russia has differences with the US on various dimensions of the Afghan conflict, both countries are now pushing for the intra-Afghan talks and to put an end to the widespread violence being perpetrated by the Taliban.

India is yet to comment on the upcoming extended Troika meeting.

Meanwhile, Afghan Ambassador to India Farid Mamundzay described as a positive development the decision to hold a meeting of the United Nations Security Council on August 6 to discuss the situation in Afghanistan.


India's ambassador to the UN TS Tirumurti announced that the UN Security Council will meet on Friday under Indian Presidency to discuss and take stock of the situation in Afghanistan.

"Convening an emergency UN Security Council Session on Afghanistan is a positive development. UN & international community must play a greater role to stop the unfolding tragedy in Afghanistan due to violence & atrocities by terrorists. Thank you India for the lead role as UNSC President," Mr Mamundzay tweeted.

The decision to hold the UNSC meeting came two days after Afghan Foreign Minister Mohammed Hanif Atmar spoke to his Indian counterpart S Jaishankar on the convening of an emergency session of the UN Security Council to stop Taliban''s violence.

India holds the presidency of the UNSC for the month of August.

The Taliban has been making rapid advances across Afghanistan by resorting to widespread violence since the United States began withdrawing its troops from the country on May 1. The US has already pulled back the majority of its forces and is looking to complete the drawdown by August 31.

India has been a major stakeholder in the peace and stability of Afghanistan. It has already invested nearly USD 3 billion in aid and reconstruction activities in the war-ravaged country.

India has been supporting a national peace and reconciliation process that is Afghan-led, Afghan-owned and Afghan-controlled.

It has also been calling upon all sections of the political spectrum in Afghanistan to work together to meet the aspirations of all people in the country, including those from the minority communities, for a prosperous and safe future.

Pakistan must stick to China, Russia, US meeting and any inclusions apart from Iran should be denied and if any country insists then Pakistan should simply boycott it. As far as UNSC is concerned am sure it will end up on terrorism theme hence China needs to veto any resolution in that respect. US needs to be firmly told that if he wants our help then spoilers of peace process must not be on the table. If they are not the immediate neighbours then they have got no place in any of their games on the table.

I really don't understand this Indian fascination to be involved in Afghanistan situation. They don't even share a border with Afghanistan nor did they have any troops there, so on what grounds should India be involved.

They are more like wedding crashers and get upset when no one gives them any attention.
