Health is a state Govt. Subject. However, PM, has started insurance for such unfortunate ones. A mere 360 Rs. a year would give insurance of Rs. 2,00,000/- and not to mention bank account to everyone so that he can avail such facilities.
PM is aware of the divide of richness between Western India and Eastern India (Chattisgarh, Jharkhand Orrissa and WB). Leftists have made sure that Eastern India is not developed by way of Maoist etc.
