you should contact Apollo hospital or Medanta hospital in Delhi. they are worldclass in providing Healthcare. Even AIIMS is good but queue is pretty long. BTW should you ever do Surg, opt for newer modalitie like arterial embolization, radiofrequency ablation.
you can also go to vellore CMC , they provide treatment at a lower cost.

As far as I know, liver hemangioma is not considered a critical condition. Its a benign tumor and left alone as is. I also don't believe that patients undergoing liver surgery die on the spot. You better seek a second opinion.
