The Indian Ocean Naval Symposium Multilateral Maritime Search and Rescue Exercise-2017 (IMMSAREX-17) is set to start in the Bay of Bengal for the first time on Monday, November 27.


Bangladesh President Md Abdul Hamid will inaugurate the exercise at the Hotel Royal Tulip, adjacent Inani Beach at Cox’s Bazar, on Monday. He will also visit the fleet review by helicopter and later inaugurate the beach carnival.

Ships, naval chiefs, high ups and maritime experts from 32 countries, including 23 member countries and nine observers from the Indian Ocean Naval Symposium (IONS), will take part, said a press release from the Bangladesh Navy.

Bangladesh has arranged the international exercise to increase regional cooperation between IONS member states.

The exercise is scheduled to be held in the Bay of Bengal on November 28 and 29, where participating naval warships will conduct drills related to fire fighting, sea accidents and rescue, deep sea searches for missing ships, emergency rescue operations, and searches for missing aircraft.

The 23 IONS members are: Bangladesh, France, India, Indonesia, Iran, Kania, Maldives, Morisash, Mozambic, Myanmar, Oman, Pakistan, Saudi Arabia, Cicilis, Singapore, South Africa, Sri Lanka, Tanzania, Thailand, Timur Leseth, United Arab Emirates and United Kingdom.

Meanwhile, the nine observer nations are: China, Germany, Italy, Japan, Madagascar, Malaysia, Netherlands, Russia and Spain.

The IONS was formed in 2008 to ensure maritime security and develop friendly relations between members, as well as to stop terrorism, smuggling and other criminal activity.

Bangladesh Navy was elected to hold the post of chairman of IONS from 2016-18, with Bangladesh Navy Chief of Naval Staff Admiral Nizamuddin Ahmed currently in the position.

Indian Navy chief Lanba visits Bangladesh for multilateral naval exercise

Chief of the Naval Staff Sunil Lanba has embarked on a two-day visit to Bangladesh to participate in an International Multilateral Maritime Search and Rescue Exercise (IMMSAREX) being from November 26 to November 28 under the aegis of Indian Ocean Naval Symposium (IONS).

IONS, an initiative which was started by Indian Navy in 2008, has 23 member countries and nine observer countries. This year the chair of IONS is Bangladesh. As a result, this is its first ever operational exercise called ‘IMMSAREX’, under the IONS Charter.

The exercise will be inaugurated by Prime Minister of Bangladesh on November 27, 2017 in Cox Bazar, Bangladesh.

Indian Naval Ship - Ranvir, Sahyadri, Gharial and Sukanya - along with one Maritime Patrol Aircraft P-8I will be participating in the exercise.

In addition to the conduct of the exercise, an ‘Extraordinary Conclave of Chiefs (ECoC)’ meeting of IONS is also scheduled on November 28, 2017, at Cox Bazar, which would also be attended by the Chiefs of the Navy of all member countries.

The ECoC would deliberate upon activities being undertaken by IONS in-addition to reviewing the progress made by three IONS Working Group (IWG) namely ‘HADR’, ‘Maritime Security’ & ‘Information Exchange and Interoperability’.

Apart from this, the Navy Chief will also be holding widespread consultations to boost bilateral naval ties with Bangladesh even as he will seek to explore new opportunities in naval cooperation.

Lanba will also hold bilateral discussions with Chief of the Naval Staff, Bangladesh Navy on November 27, 2017, and other participating ‘Chiefs of Navy/ Head of Maritime Agencies’.

"Indian Navy regularly interacts with Bangladesh Navy through the medium of ‘Staff Talks’ and other interactions, which include operational interactions including Port Visits, Passage Exercises, Training, Shipbuilding Cooperation besides regular participation by Indian Navy serving and retired officers in Victory Day Celebrations, held in Bangladesh to commemorate ‘Liberation War’ of 1971," stated a press release issued by the Indian Navy.

Chinese naval ship arrives at Bangladesh for int’l naval exercise

COX'S BAZAR, BANGLADESH, Nov. 27 (ChinaMil) -- The Chinese PLA Navy's guided-missile frigate Yuncheng (Hull 571) arrived at the designated waters off Cox’s Bazar in Bangladesh on Nov 25, 2017, local time, to participate in the upcoming International Multilateral Maritime Search and Rescue Exercise (IMMSAREX) of the Indian Ocean Naval Symposium (IONS).
Before arriving, the frigate had been in navigation for 10 consecutive days since its departure from a naval port in Zhanjiang of South China’s Guangdong province on Nov 15, 2017.

After arriving in the designated water area at about 8:00 am that day, the frigate Yuncheng used the very high frequency (VHF) wave band to contact a nearby Bangladesh naval ship.

The Bangladesh naval ship flagged a welcoming message in reply and guided the frigate to a designated anchorage, and at about 9:30, the Chinese naval ship anchored at the designated waters.

A Bangladesh naval liaison officer, who once studied in China as a student, said that the Chinese PLA naval ship is equipped with advanced equipment and is worthwhile for the Bangladesh Navy to learn from the PLA Navy in many aspects such as training and management.

He said he hopes that the exercise can further enhance his understanding of the Chinese PLA Navy and deepen the friendship between the two countries and the two navies.

The IMMSAREX is scheduled to be held at waters off the Cox’s Bazar in Bangladesh from Nov 27 to 29, 2017.

This is the first time for the Chinese PLA Navy to send its naval ship for the IMMSAREX, during which the Chinese frigate Yuncheng, on behalf of the PLA Navy, will conduct joint drills -- such as the search and rescue of missing fishing boats – together with naval forces from other countries including Bangladesh, India and Iran.

The Chinese frigate Yuncheng will also take part in a maritime fleet review organized by the Bangladesh Navy and join a series of military and cultural exchange activities.

An international naval exercise involving 32 countries and 41 warships is being hosted in the Bay of Bengal on Monday and Tuesday by the Bangladesh Navy.

Bangladesh has arranged the international exercise to increase regional cooperation between the 23 member states and nine observer nations of the Indian Ocean Naval Symposium (IONS).

The IONS Multilateral Maritime Search and Rescue Exercise 2017 (IMMSAREX 17) will comprise drills related to fire-fighting, sea accidents and rescue, as well as deep sea searches for missing ships, searches for missing aircraft, and other emergency rescue operations.

Scheduled to be held on Tuesday and Wednesday in the Bay of Bengal, the exercise will involve 41 naval warships including five from India, two from Iran, and one each from Indonesia and China; three maritime patrol aircraft; and four helicopters.

With Bangladesh Navy Chief of Naval Staff Admiral Nizamuddin Ahmed serving as the forum’s current chair, the 2017 multilateral exercise was inaugurated by Bangladesh President Md Abdul Hamid in a ceremony held on Monday at Hotel Royal Tulip, adjacent to Inani Beach at Cox’s Bazar.

Attendees included Bangladesh Army Chief General Abu Belal Muhammad Shafiul Huq and Bangladesh Air Force’s Air Chief Marshal Abu Esrar, Myanmar’s Navy Chief Admiral Tin Aung San, and Malaysia’s Navy Chief Admiral Tan Sri Ahmad Kamarulzaman Hj Ahmad Badaruddin.

“We must come to realise that the safety of our own seafarers is not achievable without a collective sense of responsibilities and sharing of resources,” the president said while addressing the ceremony as the chief guest. “Therefore, we shall have to work together as a single entity to that end.”

In his speech, the Bangladesh president highlighted the importance of promoting cooperation among the Indian Ocean littorals in order to respond to natural disasters more effectively.

“It has become apparent through numbers of incidents that the safety of lives at the sea is a regional responsibility,” he said.

President Hamid also said the emergence of the “Blue Economy” concept in the Indian Ocean region has revitalised the ventures of the littorals in the maritime domain.

“The Indian Ocean has the greatest strategic and economic value while it also carries huge prospects and potentials to facilitate maritime trade and commerce,” he said.

President Hamid credited the IONS as one of the forums which has been “playing a pivotal role to develop cooperation among the nations of the region”. He said that the geographical borders divide the countries, but “bridges of friendship across the ocean can unite the countries together”.

Rear Admiral M Ashraful Haque, commander of Bangladesh Navy Fleet, upheld the different dimensions of IMMSAREX during the inauguration ceremony.

In his role as current IONS chairman, Bangladesh Navy chief Admiral Nizamuddin Ahmed described the forum as “time-befitting.”

“To ensure the security in the bay and oceans, we have to work together for our own country and neighbouring countries’ prosperity,” he said.

Indian Navy Chief Sunil Lanba described the oceans as “economic highways” in his speech at the inauguration.

He said: “We have to face the challenges and difficulties in the oceans globally (and) tighten the friendship amongst the bordering countries.”

Following the inauguration programme, the Bangladesh president visited the fleet review by helicopter before inaugurating a colourful beach carnival that showcased the culture and heritage of Bangladesh. Later, President Abdul Hamid handed over the prize to the winners of IONS Essay Writing Competition 2016.

Bangladesh for Indian Ocean unity on seafarers’s safety

Bangladesh’s President M Abdul Hamid put emphasis on building strong bridges among the Indian Ocean littorals with a collective sense of responsibility and sharing of resources to ensure safety of sea users, reports BSS.
“The safety of lives at sea is a regional responsibility. . .Therefore, we shall have to work together as a single entity and must make proper use of the existing forums to build strong bridges among the Indian Ocean littorals,” the President said while opening Indian Ocean Naval Symposium (IONS) Multilateral Maritime Search and Rescue Exercise (IMMSAREX)-2017 at Inani Beach in coastal district Cox’s Bazar on 27 November.

Bangladesh navy organized the first ever such symposium with the participation of naval chiefs, high navy officials, warships of some 32 countries, including nine observer countries, aimed at increasing exchange of information and harnessing the potentials for the socio-economic development as well as for the cause of humanity in the Asia Pacific and the adjoining oceans.

President Hamid said, “The geographical borders divide the countries, but bridges of friendship across the ocean can unite us together.”

Noting that the natural disasters like Cyclone and Tsunami are beyond the capacity of any single nation to respond effectively, the President said it has become apparent through numbers of incidents that the safety of lives at sea is a regional responsibility and all will have to work together as single entity to that end.

Terming Bangladesh is a peace-loving country and believes in peaceful co-existence with her neighbours and beyond, the President said, “We believe that positive mindset and approach can develop confidence and resolve bilateral disputes among the regional countries.”

Referring to country’s significant role in various regional and global forums and organizations, President Hamid said Bangladesh has set a bright example to the world by amicably resolving our maritime boundary disputes with both of our neighbours.

Being one of the highest troop contributing nation in the United Nations peacekeeping operations for last two decades, the President said, it is a true manifestation of country’s commitment towards world peace.

Abdul Hamid said, Indian Ocean has the greatest strategic as well as economic value and also carries huge prospects and potentials to facilitate maritime trade and commerce, economic prosperity, exploitation and exploration of the ocean resources.

Realizing the immense potential of the maritime domain and emergence of ‘Blue Economy’ concept in the Indian Ocean Region, the present government has taken huge initiative to develop the maritime sectors of Bangladesh.

Referring to the foreign policy dictum, “Friendship to all, malice towards none”, the President said we are maintaining excellent relations with all the regional countries as well as international community in keeping with that policy.

Symposium chairman and Chief of the Naval Staff Admiral Nizamuddin Ahmed and Indian navy chief Admiral Sunil Lanba, also spoke the function.

The IMMSAREX-2017 will continue till November 29.
