IISS-NESA South Asia Security Conference 2012



The 6th IISS South Asia Security conference, in partnership with the Near East & South Asia Center for Strategic Studies, US National Defense University, was held in Muscat, Oman, on 29 November–2 December.


The conference brought together 56 senior officials and influential experts from Afghanistan Pakistan and India, along with Bangladesh, as well as the UK, US, France, Japan and the UN. The agenda focused on regional counterterrorism and the stability of Afghanistan.



Half the participants this year were ‘new faces’, over half were South Asians, and half the South Asians were top government officials, high-level diplomats, senior military and intelligence officials. This extraordinary level of official South Asian participation resulted in a unique ‘one-and-a-half track’ forum with policy-relevant and substantive ‘off-the-record’ discussions.



Amidst the withdrawal of NATO/ISAF combat forces by the end of 2014 and the transition to Afghan combat command by the middle of next year, a key session examined the challenges and opportunities for the buildup of Afghan security forces. With the recent release of Afghan Taliban prisoners by Pakistan, the session on prospects for reconciliation and reintegration with the Taliban and Afghan insurgents was addressed by three key security officials – Mohammad Masoom Stanekzai, the Minister Advisor to the President of Afghanistan on Home Security and Secretary-General of the High Peace Council, Major-General Isfandiyar Pataudi, the Director General (Analysis) of Pakistan’s Inter-Services Intelligence (ISI), and Umer Daudzai, Ambassador of Afghanistan to Pakistan. The session, examining how India and Pakistan could usefully cooperate to promote stability in Afghanistan, was addressed by three high-level diplomats, the Ambassador of Afghanistan to India, Shaida M. Abdali, the Ambassador of India to Afghanistan, Gautam Mukhopadhaya, and the Director General (South Asia) of Pakistan’s Ministry of Foreign Affairs, Zehra Akbari.



The keynote speaker, Geoffrey R. Pyatt, the US Principal Deputy Assistant Secretary of State for South and Central Asian Affairs, provided an early perspective on the second-term Obama administration’s key priorities for South Asia. David D. Pearce, the US Deputy Assistant Secretary and Senior Deputy Special Representative for Afghanistan and Pakistan, addressed the role and impact of US and NATO policy towards Afghanistan and Pakistan.



Pakistan’s National Coordinator of the National Counter Terrorism Authority (NACTA), Khawaja Khalid Farooq, Director General of Bangladesh’s National Security Intelligence, Major-General (retd.) Monzur Ahmed, former Director of India’s Intelligence Bureau, Ajit K. Doval, and former Deputy Chief of India’s external intelligence agency Research & Analysis Wing (R&AW), Anand Arni, also discussed issues of countering radical extremism and prospects for counter-terrorism cooperation. Pakistan’s Defence Secretary, Lt.-Gen. (retd.) Asif Yasin Malik, addressed the key risks and opportunities towards 2015. Lt.-Gen. (retd.) Ahmad Shuja Pasha, until recently, Director General of the ISI, was a special conference dinner guest.

The conference was organised by IISS Senior Fellow for South Asia Rahul Roy-Chaudhury, along with Rebecca Fishley, IISS Dialogues and Asia Coordinator and Antoine Levesques, Research Analyst and Project Coordinator, IISS South Asia Programme. The next conference is planned to be held in November 2013 in Muscat, Oman.
