IB fears LeT has 'impossible to tap' device

AGRA: Intelligence Bureau (IB) suspects Lashkar-e-Taiba militants have access to a technology for transfer of texts and packages that is near impossible to tap, a secret document accessed by TOI shows.

The advanced Integrated Communication Hand-Held Radio Sets (ICOM HHRS) that these operatives are suspected to be equipped with is configured with an android operating system. A two-page alert in the matter was issued on December 3 by IB, to all state police and sister intelligence agencies. The device, IB suspects, allows LeT operatives to send text data packets on a particular frequency band.

The alert note says an improvised version of 'goTenna' (which enables one to share text and locations regardless of cell coverage or WiFi) is being used as a cognitive digital radio. (an antenna). This, combined with an app through an android device via Bluetooth, generates its own signal and automatically coordinates with other units within range.

The LeT men can be connected with this device even while off-grid and far apart. In simple terms, the LeT men can connect and convey messages without having SIM cards in the smart phone.

A senior intelligence official told TOI, "The improvised version of 'goTenna' (ICOM HHRS) also known as 'Y-SMS' has been detected in Kashmir valley, which is being used by LeT operatives."

In a recent raid to hunt down terrorists in Kashmir, a few damaged android phones were recovered. An analysis of the phones revealed that they were being operated without SIM cards; text messages were sent using the ICOM HHRS system The printed circuit boards of the phones were modified so that a simple touchscreen smart phone became a walkie-talkie of sorts - just pressing the screen helped send an encrypted text or voice message, the alert note said.
A senior police official said, "Lashkar operatives who entered India are %using this communication system which is not easy to tap or decipher."

Incompetent people running our intelligence services that is what this is. In all probability some tech geek civilians are using this new app and these guys are running hunky dory about it. They want one more bullet point in their weekly report to superiors.

Otherwise if they could not decrypt it, how would they know the users are LeT militants? They are pactically advising LeT to start using the app. And they are using it without SIM cards?!! It could just be normal people sending messages from their desktops. They(even a SENIOR intelligence official) don't even know the difference between ysms and gotenna.

If on the other hand, it is a specialized device, only terrorists will have access to it. So find out where the signals are coming from. They are low range radios for Gods sakes.

These are guys are ascribing Alfred level tech expertise to LeT people. Noone messes up with PCBs these days. They just make a USB device to connect to already existing phone.

This report may increase alertness among lower level officials. But it also exposes the tech illiteracy in Indian intelligence.

If something happens they will blame Pakistan as usual in media and hide their incompitencies by using Pakistan names.

Also LET has multi-national presence, they even have front companies in Bangladesh

Plus they had no issues procuring Thuraya satellite phones from UAE used in 26/11 attacks.

Also they have annual budget of $100 million.
