In several terror related incidences small children were targeted, including in Kashmir where children of Kashmiri Pundits were raped, mutilated and killed by the "freedom fighters". Israel is not a emotional nation and it's soldiers are professionals/disciplined.

Soldiers are soldiers, they are trained to deal with war and not civilians.
