I would be much more impressed if it is a true fixed wing aircraft carrier escorted by the fast attack nuclear subs under the water.

In May 1942 while conducting gunnery practice along with Nagato, Mutsu, and Yamashiro, the Hyūga's left gun breach in her No. 5 turret exploded, threatening the explosion of the magazine and the loss of the ship. Fifty-one crew members died in the explosion. The two aft magazines were rapidly flooded to save the ship.

I don't think so. My assumption is that this is just a mandatory operation. Each Carrier of the JMSDF , from the Hyuga Class to the Izumo Class are assigned a strike group and are sent anywhere from the Northern Pacific, Western Pacific, to the South Pacific for necessary combat training. Tho there is never a time where all Carrier Strike Groups are ever outside Japanese Waters, at least 1 is in home waters.

I don't think any navy is signaled or specified as a threat in these exercises nor is it intended to make a political statement. These exercises are done , specifically intended to test the Fleet to respond to emergency situations , tests the battle readiness of every commander of each ship , and most importantly the intercommensurability of the Fleet's ability to conduct operations under duress under a host of environment(s) as a unified Force.
