Actually in recent times Sushma Swaraj has been quite active on rescue and help for Indians living abroad especially if broadcast on social media. Helps her popularity as well. Nothing specifically to do with Pakistan.

Look, you do have a valid point. But that applies equally to all of South Asia. Instead of being able to build the necessary mechanisms to get work done, we praise ad-hoc interventions such as this. If the Minister for External Affairs ends up personally coordinating rescue of two Indians stuck in Yemen, it shows institutional failure. Nothing to be proud of really.
