Husain Haqqani leaks secret order by Yousaf Raza Gillani

Husain Haqqani has reportedly leaked a secret order issued by the former Prime Minister Yousaf Raza Gilani, ordering the embassy in Washington DC then headed by Haqqani to issue visas to Americans as per the specifications of the United States Department of State. The order also bypasses all Pakistani institutions including the Intelligence agencies in order to deny them the information about the American visa applicants and consequently making it impossible to conduct security clearance. This visa system was used by Prime Minister Gillani to legally bring American covert spies like Rymond Davis and black water mercenaries to Pakistan without the knowledge of the Pakistani national security institutions, which resulted in the deaths of numerous Pakistanis. Husain Haqqani, according to sources has leaked this document to reinforce his argument that he was ordered by the Pakistan People's Party Govt lead by Yousaf Raza Gillani to issue these visas, which as so happens couldn't have been possible without the approval of then President Asif A Zardari. I don't see gillani's signature on this document so he will just deny it. Also, I don't believe such an order would have been issued without knowledge of the military/establishment.

Both the Abbottabad Commission and the Supreme Court have the authority to take suo moto notice (suitably encouraged behind the scenes by the real authorities) if they so wish.

No it should be done by the courts which never asked US army people how they got the lady in Afghanistan. and also gave her 89 years of jail sentence for doing something which we never did and blamed her for trying to kill US personal ?

@Horus : The leaked memo might have been considered secret but Husain Haqqani wrote four years ago of Gilani authorizing accelerated visa applications in his book Magnificent Delusions.

Seems that the ISI was sitting on loads of visa applications and stopped answering questions as to why. So Gilani approved an accelerated process, whereby most visa applications still went through ISI personnel at the embassy but without referring them to the home office in Pakistan; the exception H.H. mentions were CIA visa applications which were handled by the ISI chief (Gen'l Ahmed Pasha) personally.

You can see the difference right away: H.H. claims proper procedures were followed, whereas the leaked memo implies they might not have been. So it seems unlikely that Husain Haqqani leaked it, yes?
