How US-China cold war will transform Pakistan

“No one can serve two masters,” reads a verse in the sixth chapter of the Gospel of Matthew. “For either he will hate one and love the other, or he will hold onto one and despise the other. You can’t worship God and Money both.” Becoming a frontline state in the emerging US-China cold war will force Pakistan to negotiate the strategic interests of two competing superpowers. How Pakistan plays its cards in the next few years will determine the trajectory of its economy, democracy and foreign policy for the rest of this century.

On the surface, America and China appear to be fighting over tangible policy issues like trade and whether China covered up the initial spread of Covid-19. However, scratch beneath the surface and there is a deeper battle between the insecurities of a rising superpower and an existing superpower, retreating from the world. Beyond realpolitik, this is also an ideological battle between democracy and authoritarianism. In the US-led global order, consensus had emerged that democracies are the best form of human government, with some going as far as to famously declare the “end of history”.

The rise of authoritarian China as an economic powerhouse (lifting 850 million people out of extreme poverty) and America’s spectacular failure to fight Covid-19 as effectively as China will wedge open the ‘democracy’ debate in fragile democracies like Pakistan. China through its authoritarian governance model has not just been able to flatten but crush the curve of the virus. Entire cities were put into complete lockdown and gleaming new hospitals were built over night. America on the other hand, has 1.4 million Covid-19 cases and 85,000 dead — the highest in the world. The contrast couldn’t be sharper, even though one cannot fully trust the Chinese numbers because of the lack of a free press.

Pakistan’s slow, long march towards democracy has shown uneven progress but at least there is broad consensus in the last ten years that a democracy is the best governance model for the country. This consensus can now be challenged by un-democratic forces in the country, using the China’s success, especially if Pakistan chooses to ally with China in its emerging cold war with the US. This is just one example of an unintended but fundamental way in which Pakistan’s choices in the US-China cold war could transform its long-term development trajectory.

Now, let’s talk about the economic implications of a US-China cold war on Pakistan. “America is Pakistan’s largest export market, but China is Pakistan’s largest foreign investor,” shares Arif Rafiq, a non-resident scholar at the Middle East Institute, who wrote one the most authoritative and independent reports on the economic, political, and strategic implications of CPEC. “Pakistan is in a bind because two economic spheres will emerge in this cold war, one led by the US and the other led by China. Pakistan will be pushed to pick sides and will have difficulty navigating this landscape because there are no easy trade-offs.”

The push to pick sides between the US and China will slowly manifest itself in different policy debates. For example, US officials have repeatedly criticised CPEC, arguing that the project is not sufficiently transparent and will saddle Pakistan with the burden of expensive Chinese loans. Meanwhile, the Chinese Ambassador to Pakistan has repeated the oft-used characterisation of CPEC as a game-changer for Pakistan. In fact, the Ambassador has said that China wants to see its relationship with Pakistan serve as an example for its relations with other states. Another example of the rising pressure to pick a side is the noise created around transparency on Chinese loans for Pakistan, as a pressure tactic before getting a US-blessed IMF rescue package.

On foreign policy, America has made a strategic calculation to support India’s rise as a regional superpower, to counterbalance China. This will create an interesting dynamic where Pakistan and China stand on one side for issues like Kashmir, while the US and India stand on the other side. Before Pakistan’s own interests get swept up by the rising tide of this new cold war, our policymakers must design a proactive strategy for Pakistan to navigate this bipolar world effectively.

Whatever the world says about china, we should never side with america in a cold war again. America has decieved us too many times and has left no door open for any long term beneficial relations to be forged. From post 65 arms embardo to desertion in 71. From pressler amendment to salala attack they have always looked for their own benefits and ignored pakistans needs. Atleast china is a time tested ally and one should note that it would never go against pakistans interests for its future as great power lies in a strong pakistan not only because of gawadar but also due to pakistans influence on islamic world which may open new doors and markets for the chinese

It should be pretty simple for Pakistan. China is an ally that never abandoned Pakistan. In time of need, when the world was boycotting and accusing Pakistan at the behest of US/NATO, China stood shoulder to shoulder with Pakistan. It went as far as investing billions into infrastructure and so many other projects. The Western world ridiculed Chinese efforts in Pakistan and predicted a complete failure. Today the same forces literally beg both to abandon their win win project. Pakistan is going to stand with China no matter what.

I am not going to waste any time on US relations vis a vis Pakistan. It has been a straight disaster. The US can never ever replace our main ally China. Pakistan is at war with US deep state. Surprisingly and ironically, the only light at the end of the tunnel has been Donald J Trump who has taken it upon himself to negotiate an exit from Afghanistan. Pakistan will remain steadfast and support Trump's efforts as long as he remains true to his promise.

Pak-China relationship requires no further comments...

As for the Pentagon Boys, it's like the mythical Horns of a Dilemma!!! If abandoning the Pindi Boys were that easy, wouldn't have it occurred already????

When History will be written it'll say: Pak defeated the USSR in Afganistan with the help of the USA, and Pak defeated the USA in Afganistan with the help of the USA - Hamid Gul Pasha

China is Pakistan's friend and nothing should be come in between the two.

Having said that, Pakistan's relationship with US should not be allowed to become a hostage of Pakistan's relationship with China. US is a very important country and a top consumer market of the world by a very large margin. No other consumer market can compete the United States. Plus the political power along with military power that US have in the world is by far on the top. Alienating US is not a choice and often Pakistani people mistakenly compare US as some 3rd world India.

If Pakistani leadership even thinks of aligning with US in lieu of China, lakh di lanat on them

Not just lakh di lanat but it should be considered as treason. Pak armed
forces shouldn't buy any miliyary hardware from America as well.
Better to go with Chinese, Turkish and maybe also Russian.

Good idea, but before you do it is wise to insist China write-off all Pakistani debt. Further, Pakistan should renegotiate the terms and take full control of of all major Chinese funded projects. There is no free meal in realpolitik, "the taller than mountain" ..blah...blah rhetoric will not help Pakistan progress.

China cannot afford to lose Pakistan as an ally, time to leverage that reality.

US/Pak relations have never been good.
US has been less than a fair weather friend to Pakistan.
US has always imposed sanctions on Pak , only to be lifted briefly when US needs some support from Pakistan only to be reinstated immediately and freezing all support/contracts made in the interim without shame.
US never realized what a strong relationship with Pakistan could have meant for them.
Pakistan politicians have always run to US for even the dream of a bone thrown their way.
Elements in Pakistan armed forces still look towards US support/ tech despite all the degradation thrown towards Pakistan.
PTI is doing a piss poor job in governance but is not that tolerant/friendly towards US.
However I fear, people will soon bring PML-N/ PPP back into power next with their leaders running towards US masters again wagging their tails and rolling on the ground belly up and losing the little bit of self esteem that Pak has at least starting to achieve in the last couple of years.

It's never a good idea to take the piss out of a sincere friend because you think they need you at a particular time..
You never know when you might need them more.
That is the mistake the Americans made with Pakistan.
Pakistan should never make the same mistake with China.

Don't fall in any camp...
Maintain friendly relations with both the nations and continue developing strategic partnerships with both of them, naturally more with China as China doesn't feel threatened by our Nuclear program and we have more defense ties with China but in field of defense, do try to saturate as much as we can by buying from Turkey, Sweden, South Africa and other Europeans and try not depending majorly on any of the 2 suppliers.
Maintain neutrality as much as we can and act only when the other power act against our interests (like US dumping us in FATF and many more)....

That can happen if we don't have bikau generals like Musharraf. I agree he was the best leader in the past 2 decades but he REALLY screwed Pakistan over when he joined the US side in WoT in Afghanistan.

Though I am always up for maintaining a balanced approach by not picking sides and criticize Pakistan joining US camp, leaving USSR pissed, as a result when 71 happened Soviets kept patrolling Seas to make sure US does not join in, the ultimate loser was Pakistan. A lesson to be learned from this so that history does not repeat itself is to make sure Pakistan follows its own interests. I have to admit that due to CPEC and US heavy tilt towards India our stance would be pro China however as they say in International arena there are no permanent friends but only interests.
Having said that if push comes to shove than as stated earlier and for obvious reasons Pakistan will stand with China even if for no other reason than simply because we cannot afford another hostile neighbor and that too a super power. We made this mistake by ignoring USSR who was next door and joining US who had no connection to the region except for using our bases to spy on Soviet Union.
