Iran is very much Anti Azerbaijan. Only reason they are not coming out in open bcz of conundrum Azerbaijan populace are mostly Shia but on the other hand they are also allies of Turkey and Israel. If they attack Azerbaijan directly they will have a $hit fest of epic proportions. There is a huge azeri population on Iranian side of border as well. Although they are helping them covertly as evident by constant flow of military vehicles into Armenia. Wherever there will be a Muslim state fighting iran will automatically jump into opposing camp. I think it was Hamid Gul or General Zia who took in CIA shipments of Soviet weapons from Israel to provide to the Afghan Muyjahideen.
