This is a corrupt nation that never wanted to live by the established rules. They never paid taxes and there was never anyone to collect. Corruption is what they thrive on. It seeps at every level of the society. They pray, fast and perform multiple pilgrims. Yet when you look at their deeds there is nothing to be proud of. The biggest blunder IMHO by IK was not zapping the bureaucracy when he came in. Instead; he though that they would play nice. WRONG MOVE!
