US determines and decides when, where and if India can use the weapons.

India ordered 48 ALH Dhruv as an interim procurement until the IMRH is developed. So it’s a good development. Ka-226 was scrapped in favor of HAL LUH.

Because Russia does not impose terms on where her weapons can be used by India. For example India can use Russian weapons against China and Pakistan

On the other hand India needs permission from the US before she can use the weapons bought from the US. For example India cannot use USS Trenton aka INS jalswaha against pakistan as US retricts the use.

Also Russia does not have any retrictive agreements like the US.
