How does PN deploy its surface Ships.

over the years I have noticed that PN most likely inducted every new surface ship in quantity of 4.
I.e 4 f22p 4 Turkish ships, 4 type 54 and 4 azmat ships.

what this means. does PN operates in 4 groups of each ship. and how best such a task force be structured. What can be further added in it.
And how effective such deployment will be in war scenario.

Just a coincidence that we ordered in batches of 4 could be limited by our finances we did order 8 Submarines once which broke the order of 4


We did order only 2 Damen ships , but of course it could have a follow up order of 2 more but too early to speculate
