The italian PM Camillo Besno di Cavour did think about how he can change that. He believed that if he can lure France into a war against Austria Hungary, that Italy can finally unite.

I travelled that area many years back through the Brenner pass.

Northern Italy near Austrian border still has those earlier Austrian influences. Very beautiful part of the world.
