That's because texans love to keep their HUGE houses nice and cool. The relatively cheap energy prices @~12.76 cents in dallas also doesn't help.

In states we have this famous air-conditioning belt which includes georgia, texas !! They run air conditioning all day long !! Main culprits are cities like Arlington; Memphis etc ..

The energy efficiency programs have been largely unsuccessful in these regions
